SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269

SAN DIEGO (KGTV) – A man was shot and killed in the Midway District Sunday morning, leading to a standoff in North Park, and a suspect is still on the loose, according to police.San Diego Police responded after receiving reports of a shooting behind a 24 Hour Fitness near Kemper Street and Midway Drive around 11 a.m.After arriving, police found a 27-year-old white man dead at the scene. SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) - A new program at the University of San Diego will give students a crash course in cybersecurity, one of the fastest-growing fields in the region.USD partnered with online education company Fullstack to offer the 26-week course. They say people who take it will be ready to apply for the thousands of available jobs that companies in San Diego are having a hard time filling."When they're done, they could go into software engineering, software development, web development, cybersecurity," says Andy Drotos, USD's Director of Professional and Public Programs. "There's a long list of jobs available in all of those areas."According to a 2019 study by the San Diego Cyber Center of Excellence, there are more than 150 cybersecurity firms across San Diego. They create 8,450 jobs -- that's an 11% jump from 2016. He says his company is always looking for people to fill cybersecurity roles."It really is a growing need across companies, across industries here in the region," says Haas.The boot camp-style course at USD has classes that are taken online, twice a week. There's also a Saturday class that meets both in-person and online. Drotos says it's perfect for people looking to make a career change."If you have an affinity for technology, or you have an interest, you don't need a degree," he says. SAN DIEGO (KGTV) -- A man was arrested Sunday morning after police say he crashed into a police car during a chase in La Mesa.The crash happened around 1 a.m. on Spring Street and University Avenue. Police say they were called to an area bar when a man involved in a fight got into his car and drove away.The chase was brief and ended when the suspect struck the police car. The driver was taken into custody for weapons charges and driving under the influence, police say.No one was injured in the crash. 513
