(KGTV) -A nonprofit group is stepping up to find a solution following complaints of people living out of their cars across neighborhoods in San Diego. In February, the City of San Diego unanimously voted to repeal a 1983 city ordinance preventing people from living out of their vehicles. The change cleared the way for vehicle dwellers to live on any street within San Diego. A newly-formed resident coalition is documenting what it says are the problems the ordinance created. The information is being sent to San Diego Mayor Kevin Faulconer’s office. “We have literally witnessed buckets of waste being thrown out of some of these vehicles. I’ve witnessed drug dealing out of some of the motor homes, we’ve seen bike chop shops operating,” Pacific Beach resident Racheal Allen said. Some people had already began using the parking lot as a camping site, but some residents expressed discontent with that solution. The issue is a concern well beyond San Diego’s city limits. A nonprofit group, Jewish Family Services, is now working on a proposal that could potentially turn a privately-owned church parking lot in San Marcos into a designated space for these campers. RELATED: More San Diego residents with children are living in cars because of housing crisis, group saysA San Marcos resident said he’s not opposed to the idea, but he would need to know more about the specifics before taking up a stance on the issue. “How is it going to work, how are they going to control who comes and goes, how are they going to manage the security, the safety, and the health, I think first and foremost, and then what are they going to do if it somehow starts negatively impacting the community,” said Ruben Galvan. Jewish Family Services officials said the group is in the exploration phase of the proposal and is reviewing different sites as options. “Today I'm donating convalescent plasma,” Judy Lutkin said.“This will be my third time donating.” Lutkin had COVID-19 back in April. “I was pretty sick for about four or five days,” she said. Now she comes infrequently to donate plasma. “It doesn't hurt. It doesn't feel bad. It’s fairly easy.”Plasma is just one of the tools used in fighting coronavirus. As it gets donated, it goes to COVID patients.Since early April, when Vitalant started collecting these donations, they’ve collected more than 9,700 donations equaling more than 33,000 units.“You could help as many as five patients with one sitting,” Liz Lambert, Vitalant spokesperson, said.Vitalant is a nonprofit that collects blood for about 1,000 hospitals across the country.“Right now, there's an emergency need for convalescent plasma as we anticipate more patients will be getting that treatment, or hospitals will be wanting to use that treatment,” Lambert said.The FDA issued an emergency use authorization for convalescent plasma as a potential COVID-19 treatment in late August. Convalescent plasma is taken from the blood of someone who’s already contracted a particular illness, in this case, COVID-19.This isn’t the first time in history; it’s been used to treat a virus.“Convalescent plasma is a very historic and crude way of conferring so-called passive immunity to patients who have a viral or bacterial disease,” Doctor Phil Stahel, Chief Medical Officer at the Medical Center of Aurora, said.So far, this center has treated 100 COVID-19 patients using this method.“Studies have shown that convalescent plasma is very safe,” he said. “It has been recently used for Ebola and other viral diseases for which we do not have a vaccination.”Doctor Stahel said patients they treat who are significantly sick could recover within 24 to 48 hours.Here’s how it works.“Antibodies are proteins that we form in our blood that attack antigens once our immune system recognizes them. It takes weeks for these to develop,” Doctor Ralph Vassallo, Chief Medical & Scientific Officer for Vitalant, said.The antibodies are taken from a recovered patient and put in a patient who recently contracted the disease.“The idea of convalescent plasma is to give them, in that period, when the patient does not have their immune response, to help neutralize the virus and prevent it from infecting cells in the body,” Doctor Vassallo said. “Convalescent plasma has been used for over 100 years in respiratory infections, including influenza.”With more hospitals using convalescent plasma to help COVID-19 patients, blood donation centers hope to identify more plasma donors who have recovered from the virus.“Whether its blood or convalescent plasma, there is a constant need,” Lambert said.Vitalant checks every regular blood donor for the antibodies as well, in hopes of identifying more possible donors.“In the first couple of September, it’s been about 3.6% nationwide,” Dr. Vassallo said.Those interested in donating convalescent plasma need to meet the same requirements as a blood donor, like being 16 years old or older, and at least 110 pounds.However, they also need to have a doctor-referred case of COVID-19 or doctor-referred antibody test.“It is indeed the first line of defense, and we should treat those patients early. This is for the adult in patients who are severely sick and at risk of getting on a ventilator, which we try to avoid by all means,” Doctor Stahel said. 3450

A 13-year-old middle school student from Elkhorn, Nebraska was arrested on Thursday on suspicion of terroristic threats. According to a release, the student made non-specific threats on a national social media gaming website on Wednesday. After he was questioned Wednesday, he made similar non-specific threats again on Thursday on a different social media platform. The student was booked in the Douglas County Youth Center. Because of his age, his name was not released. Elkhorn Public Schools released a statement: "On Wednesday, law enforcement investigated an Elkhorn Valley View Middle School student regarding a nonspecific threat made on a national social media gaming website. Elkhorn Public Schools administration cooperated fully with local law enforcement throughout the investigation.  Elkhorn Public Schools takes all threats seriously, and in this situation, at no time did we feel students were in immediate danger. Parents of the student affected received an email on Wednesday afternoon, informing them of the situation." Captain Wayne Hudson with the Douglas County Sheriff's Office said deputies will be patrolling schools more closely in upcoming days given the alleged threats. Hudson says law enforcement agencies across the nation are not taking any potential copycat shooting threats lightly and encourage people to report any suspicious activity. "The whole thing of, if you hear something, say something — we need that information. As we saw in Florida, it seems several kids had information," Hudson said. "They knew this individual had made certain comments and certain threats — especially kids. (KGTV) - People who believe they were a part of San Diego’s water meter reading debacle got a chance to get some answers from City of San Diego officials Thursday night.Hundreds crowded into the Mira Mesa Senior Center for City Council-member Chris Cate’s Q&A forum on the water meter misreadings and subsequent over-billings. “It’s about trying to earn the trust back from the people,” said Cate on the meeting along with the oncoming audit of more than 250,000 water meters in San Diego.“I think people need to feel comfortable knowing that their meters actually can get read and read correctly,” added CateLast week, the City of San Diego admitted 343 customers in a pool of a little more than 2,000 had their water meters incorrectly read in the communities of Rancho Bernardo, Ranch Penasquitos, Carmel Valley and Mira Mesa.Water utility officials said it’s their plan to send out the refund checks in the next three to thirty days. 979
