He said Acosta had spent some time in jail, but that has not been confirmed by authorities.---------------------A 25-year-old Arizona man who was driving a San Diego-area woman's car is accused of fatally stabbing her after the vehicle veered off a freeway and crashed Friday morning.Fernando Acosta of Phoenix got out of the car and accosted a witness with a knife before repeatedly stabbing Martha Thy of Spring Valley, California, along the Loop 101 freeway in Peoria, according to an Arizona Department of Public Safety probable-cause statement released Saturday.Thy was stabbed while she was still inside the white Lexus sedan and then while on her knees on the ground outside it after she crawled out and closed a door behind her. Acosta initially was in the driver's seat when he began stabbing Thy, who was seated in the passenger seat, the statement said.He then got out of the driver's side of the vehicle, going around to the passenger's side and resuming stabbing Thy before returning to the driver's side when she attempted to get away, the statement said.Thy died at a hospital. The statement said she was stabbed or cut at least 20 times.Several bystanders got out of their vehicles and tried to stop Acosta from attacking the woman.Gustavo Mu?oz was one of those bystanders. When he saw the crash, he immediately pulled over and jumped out of his car to help.“I ran towards the vehicle, and when I got to the other side of the ditch the man comes out with a knife. Hands full of blood. [His] face, body was filled with blood,” said Mu?oz.Mu?oz says he yelled for other drivers who stopped to help.“The guys that were there, they got their gun so we could try to scare him,” Mu?oz said. "One man fired shots at the ground to see if he would drop the knife and stop stabbing the lady that was in the vehicle.”Mu?oz told ABC15 that eventually one man ran and tackled the suspect and knocked the knife from his hands. Mu?oz and others piled on and held the man down until law enforcement arrived."People everywhere, some screaming, yelling going on, so you can only imagine what an officer's feeling when he arrives on scene and all he sees are people running around," Trooper Kameron Lee said.Acosta remained jailed Saturday on suspicion of premeditated first-degree murder and aggravated assault.The statement did not mention a possible motive. PALOMAR MOUNTAIN (CNS) - Due to overnight snowfall and current low temperatures, chains were being required today on Palomar Mountain, the California Highway Patrol said.Only vehicles with chains, or four-wheel drive snow-rated tires, will be allowed access, authorities said."The CHP and the San Diego Sheriff's Department will be patrolling the area to monitor trespassing and make sure the roadways are kept clear of parked vehicles," said Oceanside CHP Officer Mark Latulippe, who pointed out there are limited facilities on Palomar Mountain for food, restrooms and trash.Mountain visitors were being urged to respect the privacy of residents and private property.Officials also recommend using extra caution on slippery roads, reducing speed and increasing following distance due to compromised visibility in wintery conditions.The CHP also reminded visitors to Palomar Mountain to "practice good snow etiquette."That involves:Parking only where legally allowed, and not blocking roadway accessfor emergency vehicles. Vehicles blocking any part of the roadway may becited or towed.Avoiding trespassing onto private property. Police are investigating after an underage girl was reportedly touched inappropriately at a Southwest Key facility in Phoenix. According to the Phoenix Police Department, 32-year-old Fernando Magaz Negrete, who works at the facility was seen by a juvenile witness touching a 14-year-old victim inappropriately on June 27.Court documents say a 16-year-old saw Negrete touching her roommate in their bedroom in June.The witness says she allegedly saw Negrete touching the girl's genitals and kissing her, court documents said. Additionally, Negrete was seen on surveillance video entering the girl's bedroom several times throughout the night.Negrete was contacted by police on Tuesday and made statements regarding his involvement. He was booked into jail on charges of molestation, sexual abuse, and aggravated assault. Arizona Representative Ruben Gallego?wrote a letter on Wednesday, asking for the Department of Health and Human Services' Inspector General to do an investigation of widespread reports of sexual abuse involving migrant children in federal custody. He also asked about their policies and whether they're following childcare regulations.The incidents include physical and sexual abuse suffered by a 6-year-old girl at a Southwest Key facility in Glendale, according to Gallego's office. Tucson police have also investigated multiple molestations at local Southwest Key locations. According to police reports obtained from ProPublica, police investigated molestation claims dating to 2014.Around the country, migrant children have reported abuse, neglect and assault at immigrant detention facilities. The Phoenix Southwest Key facility where Negrete worked is the same location First Lady Melania Trump visited in June.Southwest Key spokesperson Jeff Eller released the following statement on Wednesday: “When a child tells us of inappropriate behavior, we immediately call law enforcement and start an internal investigation as appropriate. That’s what happened in this case. Southwest Key always works with law enforcement to bring the full force of the law to bear when it is warranted.” 2211
