NEW YORK (AP) — The one-time bookselling giant Barnes & Noble is being acquired by a hedge fund for 6 million.The national chain that many blamed for the demise of independent bookstores has been ravaged by Amazon.com and other online sellers. Independent bookstores have also persisted in the face of digital publishing.The company said in October that it might put itself up for sale after it was approached by a number of potential buyers, including founder Leonard Riggio who opened Barnes & Noble stores across the country and turned it into a superstore.Barnes & Noble said Friday that it's being acquired by Elliott Management for .50 per share, an approximately 9% percent premium to the company's Thursday closing stock price. Elliott bought the U.K. bookseller Waterstones in June 2018.Waterstones CEO James Daunt will also take on the role of CEO at Barnes & Noble.The sale, valued at about 3 million including debt, is targeted to close in the third quarter if approved by regulators and shareholders.Shares of the New York company jumped 11% before the opening bell. 1111

NEW YORK CITY — Snitches get — a quarter of the proceeds?New York City city legislators have proposed a new bill that would allow people in the city to report others for parking illegally and take a cut of the fine.Two Democratic New York City councilmen — Council Speaker Corey Johnson and Stephen Levin — are the primary sponsors of the bill that would create a 5 fine for obstruction of a bike lane, bus lane, sidewalk, cross walk or fire hydrant under certain conditions.The bill would also create a civilian reporting program, essentially allowing passersby to submit complaints — and provide evidence — of a violation to the Department of Transportation. NOBLESVILLE, Ind. — The man in charge of the FBI in Indianapolis said a school shooting at Noblesville Middle School West earlier this year could have been prevented.According to FBI Special Agent in Charge Grant Mendenhall, most school shootings are preventable, including the shooting at Noblesville. The difficulty is people reporting the concerns."They might not know exactly what the shooter is going to do, but in the vast majority of cases, somebody in retrospect had recognized some type of behavioral change that could have been significant and again, not a very high percentage of people reported it to law enforcement," Mendenhall said.The findings are all part of a new study released by the FBI that studied active shooter incidents over 13 years. The report states, in part:  822
