BEIJING, July 11 (Xinhua) -- Negotiators in the six-party talks on the Korean peninsula nuclear issue reached a "principled consensus" here on Friday on verifying the declaration of the Democratic People's Republic of Korea (DPRK), a Chinese official said Friday.     The top negotiators discussed the specific principles of setting up a verification and inspection mechanism, as well as economic and energy aid to the DPRK, the Chinese delegation's spokesman Qin Gang told reporters. The six parties achieved some progress on the verification mechanism, reaching a principled consensus," Qin said, without elaborating. "The specific consensus will be announced very soon."     Despite different interests, concerns and stances, the parties were striving for issuing a joint document at the end of this round of discussion, Qin said.     He said the top negotiators' meeting, which started Thursday afternoon, went smoothly with "sound atmosphere" and "high efficiency." The heads of delegations meeting would continue Saturday morning, Qin said. "We have made some progress so far...hope we could see a document contain consensus of all parties and measures of next phase when the meeting conclude."     The parties were trying to finish the meeting on Saturday as scheduled, Qin said. "Each delegation is working toward that goal, not only to end tomorrow but to end with results."     On Friday's meeting, negotiators also exchanged views on establishing the peace and security mechanism in northeast Asia.     Besides, the working groups of denuclearization and economic and energy aid held a meeting respectively, mapping out the measures to implement the consensus reached by heads of delegations, Qin said.     The current meeting, held after a nine-month stalemate, came after the DPRK handed over the long-awaited nuclear declaration list late June and then blew up a cooling tower in its main nuclear reactor at Yongbyon.     The six-party talks, launched in 2003, included China, the United States, DPRK, Republic of Korea, Russia and Japan.

Chinese Premier Wen Jiabao delivers a speech at the annual high-level debate of the UN General Assembly in New York, the United States, Sept. 24, 2008.     Wen said the success of the Beijing Olympic Games has greatly inspired the Chinese people and given them even more confidence and strength to achieve modernization of the country.     However, the premier noted that China is still a "developing country, where productivity remains low and further development is constrained by the shortage of resources, and energy and environmental consequences."     To achieve the goal of modernization and build a strong, prosperous, democratic, culturally advanced and harmonious country, China will continue its reform and opening-up policy, he said.     "It is a choice of vital importance to the development of China today, and it is also a strategy that will shape China's future," Wen said.     The Chinese premier said his country is ready to make joint efforts with other countries for world peace and will develop ties with them on the basis of equality and mutual benefit.     "The world needs peace, for only with peace can there be development," he said.     "The Chinese government is committed to an independent foreign policy of peace and stands ready to work with other countries to advance the noble cause of peace and progress of mankind," he added.     China is ready to develop friendly relations with all countries "on the basis of equality and mutual benefit rather than on ideology or political system," he said.     In handling international relations, China "does not seek to build alliances or become a leader and will never do so in the future," he said.     The Chinese leader also called for the peaceful settlement of international disputes.     "As a permanent member of the UN Security Council, China will continue to play an active and constructive role in promoting the peaceful settlement of international hotspot issues and regional conflicts," he said.     Wen also called on the people of all countries to join hands in making the world a better place.     Given the global nature of issues threatening the survival and development of humanity, no country can expect to stay away from the difficulties or handle the problems all by itself, he said.     "The ongoing financial volatility, in particular, has affected many countries and its impact is likely to become more serious," he said, adding that "to tackle the challenge, we must all make concerted efforts."     "So long as the people of all countries, especially their leaders, can do away with hostility, estrangement and prejudice, treat each other with sincerity and an open mind, and forge ahead hand in hand, mankind will overcome all difficulties and embrace a brighter and better future," he said.     Wen said China, as a responsible and major developing country, is ready to work with other members of the international community to boost cooperation, share opportunities, meet challenges and contribute to the harmonious and sustainable development of the world.

The first Tokyo-Beijing Forum took place in Beijing in August 2005. 

  

LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

  

BEIJING, Sept. 17 (Xinhua) -- An executive meeting of the State Council (cabinet), presided over by Premier Wen Jiabao, on Wednesday decided to launch national comprehensive tests of dairy products and reform the dairy industry.     According to the meeting, the incident involving the tainted Sanlu milk powder reflected chaotic industry conditions, as well as loopholes in the supervision and management of the industry.     It is necessary to learn lessons, properly deal with the incident, improve the inspection and supervision system and strengthen the management of the dairy industry, the meeting said.     The meeting also reached six other decisions and ordered governments at all levels to implement them. These decisions include: Saleswomen check the returned Sanlu brand milk powders in a supermarket in Yinchuan, capital of northwest China's Ningxia Hui Autonomous Region Sept. 17, 2008.providing the best and free medical care to those sickened by melamine-contaminated milk powder,     -- confiscating and destroying all sub-standard products,     -- strictly supervising the production of dairy companies with on-site inspectors,     -- revising regulations on the supervision and management of the industry,     -- subsidizing dairy farmers and encouraging more production by those enterprises with higher-quality products and,     -- finding the cause of the incident and punishing those responsible.     The Sanlu Group, a leading Chinese dairy producer based in the northern Hebei Province, admitted last week that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material. It issued an immediate recall of milk formula made before Aug. 6.     Three infants have died so far. There are at least 6,244 infant victims of the contaminated milk powder, of whom 158, or 2.5 percent, have acute kidney failure, the Ministry of Health said on Wednesday.
