SAN DIEGO (KGTV)- With the rainy season ahead, the City of San Diego is offering ways for residents to save money on their water bills by removing lawns and installing rain barrels. The City is offering .25 per square foot for lawns that are converted to turf that can capture rainfall for reuse. Homeowners that convert their lawn into drought resistant landscape can apply for financial rebates.Customers may receive  per gallon of barrel storage capacity for residential rainwater collecting up to 400 gallons or 0 per property. Rain barrels are a great way to conserve water and reuse for irrigation purposes as well as preventing pollution, according to city officials. Applications are available for Rainwater Harvest, to apply click here. For more information on the types of rebates and water conservation tips visit the City's website. 949

SAN DIEGO, Calif. (KGTV) - Developers in San Diego are offering a new concept for families looking for homes: Multi-Generational Housing.The homes include a separate suite within a single structure. The suite has a bedroom, living area, bathroom and a small kitchen.Developers say the idea designed with let elderly relatives, adult children who move back home or relatives with special needs in mind."You’re still with the family, but you have that privacy to step away and still be independent," says Bill Ostrem, the San Diego Division President for Lennar Homes. "At the same time, if you want to engage with the family, the family wants to engage with you it’s right there."Lennar says they started developing these kinds of homes in 2011 in Arizona. They saw a need as more extended families began living together.The suites help with that.Currently, Lennar is building their "NextGen" homes in the Sterling Heights community near 4-S Ranch. Ostrem says it's become their most popular model.About 1/3 of all the homes they've sold in Sterling Heights have the extra suite. They have other developments with NextGen homes in 13 states."I think it just makes sense," says Austin Dias, a Co-Partner with The Phair Company. They're about to start construction on La Mesa Summit Estates just north of the 94 freeway near Lemon Grove. The overwhelming response they got was from families looking for these kinds of homes."We see this a lot in other countries," Dias says. SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. (KGTV) - A new California law could let convicted killers out of prison, and San Diego County's district attorney said her office will fight it on a case-by-case basis.Senate Bill 1437 passed the state Legislature last year and went into effect on January 1. It narrows the definition of murder so that only people who are involved in a killing can be charged with that crime.Before the law, accomplices in a killing could also have been charged with murder."It may let murderers go free, because of how far it goes," said San Diego County District Attorney Summer Stephan.Stephan said her office will challenge some re-sentencing hearings based on the new law, although she said they don't know how many there will be.One possible case involves Kurese Bell, who He as convicted of murder in 2016 for his role in the robbery of a North Park marijuana dispensary.During the robbery, Bell and another man, Marlon Thomas, got into a shootout with a security guard at the dispensary. The guard shot and killed Thomas.The DA's office argued that Bell should face murder charges because his actions in the robbery led to the shootout and, ultimately, Thomas' death.Bell is currently serving a 65-year-to-life sentence.Stephan said criminals need to be held accountable for the crimes they commit and cause."It's really important that each offender is held culpable at the right level," she said. "That's what justice is about."Supporters of the new law say it is a vital part of California's efforts at criminal justice reform. They say the old law unfairly targeted young minorities.On its website, the group Restore California says the new law makes sentencing in California more "equitable." They also say it gives accomplices an incentive to cooperate with investigators."In a co-defendant felony murder case, co-defendants who were not the actual killers, who did not aid and abet the killing, or who did not act with reckless indifference to human life will now have an incentive to talk and tell the truth about what happened," the website reads. 2073

SAN DIEGO COUNTY, Calif. (KGTV)— With precipitation numbers up, participation numbers were down for outdoor events around San Diego County. But many who chose to endure the rain said it was worth the extra splash. It’s a rare sight in the heart of San Diego: kids sledding on a giant snowy hill at Montgomery Waller Park. For the Murillo family, it’s an annual tradition. “We go to see Santa Claus, we go to the little stores that they have there, and we come to sled down for a little bit,” mother Diane Murillo said. She and her children were bundled up while having fun at San Diego Snow Day. But this year, Murillo noticed that the crowds were much smaller. “It’s a lot smaller. It’s empty today. There’s actually parking,” Murillo laughed. She said the steady rain discouraged many folks from showing up. The City of San Diego even had to cancel Santa Claus’ helicopter fly-over of the park, due to inclement weather. Murillo also noticed that the snowy hill was very sludgy, and only about half its normal length. But by the looks of the children, the event was still worth it. Meanwhile, in the South Bay, there was a tent full of Christmas-themed games. From Candy Cane trees, ring tosses, to face paint, families enjoyed the free entertainment at the Chula Vista Children’s Faire. “It helps, because that way, we’re not getting wet while they are getting their stuff done and doing the activities. So it’s nice,” mother Felice Navarro said. Her neighbor invited her and her children to join them at the fair this year. The kids also had an option to splash around if they wanted, as they ran through an obstacle course as Chula Vista junior firefighters. Fun was not just reserved for children. Up at Liberty Station, hundreds of people waited in line to join the San Diego BBQ and Beer festival. 25-year-old Victoria Ransom was not going to let the rain dampen her birthday celebration. “We wanted to be able to double fist if that was a possibility. Hands-free rain protection,” Ransom joked.
