SAN DIEGO (KGTV) — Across San Diego County, cities will soon raise and illuminate that all-important sign of Christmas.Tree lighting ceremonies kick off this month, with several planned for residents no matter where in the county they live. Many of this year's tree lighting events will celebrate with holiday treats, shopping, rides and games, and, of course, appearances by Santa.Check out where you can catch a tree lighting ceremony in San Diego this season:Otay Ranch Town Center Tree Lighting (Nov. 19): The South Bay will usher in the holidays at Otay Ranch Town Center, where their Christmas tree will light up at 7 p.m. Festivities, crafts, and delicious treats will be available starting at 5 p.m. and Santa will pay everyone a visit at the shops.Santee Holiday Tree Lighting (Nov. 22): Santee starts the holiday season with crafts and games, carriage rides, photos with Santa, sledding, and more at Santee Trolley Square. Then at 6:30 p.m., the crowd will gather as the square's tree comes to life.Liberty Station Tree Lighting (Nov. 29): The holiday fun gets started at 5 p.m. in Liberty Station before the district's 88-foot tree is switched on by a patient family of Rady Children's Hospital. SAN DIEGO (KGTV) -- Across California, the total number of COVID-19 cases are climbing.According to the California Department of Public Health (CDPH), the most recent statistics on COVID-19 show California's positivity rate is trending modestly upward in the 14-day average. The CDPH said hospitalization rates over the long term are showing a slight uptick in the 14-day average.If you want to know specific outbreak locations, many county public health officials we spoke with won't tell you, unless they decide it's relevant.On June 18, San Diego County Supervisor Nathan Fletcher was asked about the locations of recent community outbreaks. In response to the question, Fletcher said, "When we think that there is a danger to the public, then we will share a location. If there's something specific that the public needs to know, then we will, of course, do that. "But, to arbitrarily do that can undermine the confidence of people to cooperate with our contact racing investigations and would ultimately be more negative to our ability to slow the spread of coronavirus, then it would be positive," said Fletcher. "I understand the curiosity, and I understand the desire to know, but ultimately we have to make decisions we think in totality will balance out, giving us the best ability to confront the public health challenges that we face."Just north of San Diego County, the Los Angeles County Department of Public Health is taking a different approach.The county's COVID-19 website shares information about nursing homes and homeless shelters that meet certain positive test criteria. It also includes locations such as workplaces and food and retail stores that have met certain positive test criteria.ABC 10News Reporter Adam Racusin checked with several counties in California on their policies for releasing information about specific locations to the public and whether or not they share information like Los Angeles County.A spokesperson for the County of Santa Barbara said, "We do not list this information for the public. At this point, our Disease Control Team has determined that there is no added value to sharing this information as our contact tracers do a very thorough job. In the past, we've listed locations for communicable illnesses like measles, but COVID-19 has not proven to be infectious in the same way at this point in time."In San Luis Obispo County a spokesperson for public health wrote, "Our County Public Health Department does not plan to release specific details about the locations of businesses, gatherings and events (including protests) that may be connected with a cluster of cases, especially if those details could potentially be used to identify individuals involved. We may release general information, if we feel it will protect the health and safety of our community.""For instance, if we think there is a potential for wider exposure that may lead members of the public to believe that they were exposed or at higher risk. The only exception to this policy is that we HAVE released when a case, or cases have been linked to a residential care facility as those are known places where disease transmission is both common and serious due to the residential nature of the location and the fragility of the people living there," the spokesperson said."We are working diligently to trace contacts and identify any and all individuals who may be connected to known cases, and their personal privacy is a priority," the spokesperson said."At this time, due to the stance outlined above, I don't anticipate that we would move to a listing like what LA County has adopted, but I will share this website with our team for future consideration," the spokesperson said.A spokesperson for Kern County told us "No, this information is not available. If there is a relevant community exposure, the community is alerted. SAN DIEGO (KGTV) - A San Diego woman bought a puppy for her kids. Four hours later, it was dead. Team 10 investigative reporter Jennifer Kastner spoke to local veterinarians who say that a new state law is, in part, to blame. “It was beautiful. It was sweet,” says Enjoli Spaulding of her former Golden Retriever puppy. The San Diego mother of three had been looking for a family Golden Retriever for some time. She checked with formal breeders but the prices were high. “Those dogs are about ,500, minimum,” she tells us. Then she found an adorable Golden Retriever puppy for 0 on a buy-sell website called Recycler.Spaulding, along with her mother, Kathy Pardini, met the seller in a parking lot.“[The puppy] seemed like it had been very loved,” says Pardini. Spaulding adds, “She gave me a vaccination record. She also gave me a bill from the vet when the dog had a physical exam.” The deal appeared to be legitimate, so Spaulding handed over the cash, and they went to surprise her son at school. “He said, ‘Mom, you got me a dog! My very own dog!’ He was just over the moon,” she tells us.The family took the puppy home and played with it in the backyard. “My daughter got her tea set ready,” says Spaulding. Then the playtime took a terrifying turn. Parvovirus suddenly wreaked havoc on the puppy’s bowels and it was bleeding. The puppy was rushed to the hospital, where he was put down. The family was devastated. “The vet told me the dog had been sick for a long time. This was not a new situation,” she tells 10News.“It was surreal,” adds Pardini.Spaulding says the seller would not return her calls. She also discovered that the puppy’s paperwork from the seller was apparently forged. “It was a completely fake document,” she says. She has since filed a police report.Dr. Scott DiLorenzo is a veterinarian and owner of Escondido's Animal Urgent Care. “We have seen an uptick in these cases,” he tells 10News. He says a new California law is part of the problem. It bans pet stores from selling dogs, cats and rabbits, unless they come from shelters or rescues. The law was intended to stop harmful breeding operations like puppy mills. Yet now, consumers aren't always sure where to turn to for specific breeds that they want. “There's just limited sources for people to go out and get the breeds that they want so they're turning to unvetted websites,” adds Dr. DiLorenzo.The American Kennel Club writes, in part, to 10News, "The uptick in this trend corresponds precisely with the implementation of California's new ban on the sale of purpose bred pets at regulated pet shops…”San Diegan Lisa Hexom says she got scammed with a sick dog, too. “I don't want to lose him,” she cries from the veterinary hospital. Max, her Cockapoo puppy, has been racking up a ,000 hospital bill. Max became deathly ill just five days after she bought him for 0 from a Craigslist seller who she met in Carlsbad parking lot.Hexom later learned that the shot records given to her were fake and the seller has gone dark.The American Kennel Club says the U.S. Department of Agriculture is in charge of licensing breeders. The Kennel Club tells 10News it can help buyers find responsible breeders who are properly licensed and registered. 3245

SAN DIEGO (KGTV) -- After questions from Team 10, organizers of KAABOO San Diego announced it was postponing this year's festival until 2021. Concertgoers told Team 10 they had difficulty reaching anyone for answers. “We all know this isn’t happening, there’s no festival taking place. Please just give us a refund,” said San Diego resident Vince Matthews.Matthews loves music and travels to festivals all across the country. He has been to KAABOO in Del Mar every year since it started in 2015. He spent more than 0 for early bird VIP tickets for this year’s KAABOO festival. “Last year was the first festival ever that I’ve done VIP and once I did it, I realized there was no going back to general admission!”With the pandemic and COVID cases rising, Matthews wanted to know what was going to happen with KAABOO. As more large events got canceled, he was convinced it was likely not going to take place. Still, he had yet to receive any concrete information from festival organizers.“I reached out to them usually every couple weeks by email,” Matthews said. “I get the same form email that says please be patient."Patience was running out. As of Monday early afternoon, the last update posted on KAABOO’s social media accounts was June 15th. It said, in part, that they “will need just a little more time to determine our position as it relates to this year’s installment of KAABOO.” It told fans they would be hearing from KAABOO shortly.Matthews is frustrated by the lack of communication as we now head into the month of August.“There's nobody touring, there is no festival, there is no lineup. It's not going to happen,” Matthews said.KAABOO is under new ownership. It was announced last year that Virgin Fest was taking over the brand. In addition to the new ownership, the festival was moving from the Del Mar Fairgrounds to Petco Park.As of Monday morning, it still listed the September festival dates on its website.Team 10 contacted Virgin Fest founder Jason Felts. On Twitter, he told investigator Melissa Mecija that emails went to “ticket buyers last week about a possible scaled down social distanced version for 2020.”However, he determined with cases increasing that it wasn’t “a safe decision in the end and not the multi-sensory experience that KAABOO guests experience or deserve.”Team 10 spoke to four people who bought tickets. Nobody received the email that the festival claimed to send to ticketholders.KAABOO organizers released this statement to ABC 10News: With everything in the world moving so far and fast in just the last couple of weeks, we needed a little bit of extra time to be sure we were making the right go-forward decision for our beloved festival. Unfortunately, it is not the best news... We are postponing the 2020 installment of KAABOO San Diego.After much consultation with stakeholders in local government, artists and music industry friends, and members of the San Diego community, we know it is safest and best for everyone to look ahead and plan a bigger and bolder edition of KAABOO for September of 2021.All current pass holders will receive an email in the next few days outlining a special offering for those who choose to hold their passes for KAABOO 2021.
