SAN DIEGO (KGTV) - Police body-worn cameras captured the parents of Trevor Heitmann pleading with officers to hospitalize their son just hours before he killed himself and two others in a high-speed car crash.In August 2018, Trevor Heitmann, known on his popular YouTube channel as McSkillet, ultimately drove the wrong way down the 805 at speeds over 100 miles per hour before the fatal accident.A lawsuit filed against the City of San Diego claims, police officers failed “to act in accordance with the statute and carry out their mandatory duty,” and as a result, Heitmann, “subsequently and predictably endangered the lives of others and himself and drove his vehicle at speeds in excess of 100 mph, striking Aileen and Aryana Pizarro's vehicle and endangering other members of the public.”The lawsuit goes on to say, “Because he was not evaluated by defendants to determine if he was a danger to himself or others, he was able to carry on with his erratic and mentally unstable behavior, and ultimately colliding head-on with Aileen Lydia Pizarro's vehicle, and thereby, causing fatal injuries to Aileen and Aryana Pizarro." 1137

SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) -- Police are searching for a suspect they say tried to kidnap a 13-year-old girl on her way home from school.According to police, the victim was walking home on the 700 block of Picador Boulevard near Montgomery Middle School in Otay Mesa West when she noticed she was being followed by a black van.The van pulled up next to the girl and opened the door when the man inside asked the 13-year-old if she wanted a ride home.The suspect then grabbed the victim by the wrist and tried to pull her into the van before she was able to escape and run home.A witness driving by saw the 13-year-old talking with the suspect and made a U-turn before seeing the victim run away.The suspect is described as a white male between 50-60-years-old with glasses, a full beard and a raspy voice. Police say the van had a “J” or a “K” in the plate. 870
