(KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours. (KGTV) -- The Department of Defense announced Monday that it plans to move an additional 300 troops to the California border, according to ABC News.The announcement was made after hundreds of migrants rushed the border in a show of force, causing the San Ysidro port of entry to close for hours.The troops were assigned to the Texas and Arizona borders, a spokesperson for US Northern Command tells ABC News.The decision was reached following an assessment by US Customs and Border Protection after the 500 migrants rushed the border.The majority of the 300 troops will be Military Police units as well as engineers. (KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

(KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President.
