SAN DIEGO (KGTV) -- Two new charges have been filed in the case against a La Jolla restaurant owner accused of sexually assaulting multiple women.Authorities say five victims have now come forward claiming Daniel Dorado, 59, sexually assaulted them.The fifth victim came forward after last week’s arraignment, telling the San Diego Police Department about an incident that happened in 2014.RELATED: La Jolla restaurant owner accused of sexual assault makes first court appearance?Prosecutors say the assaults took place over a nine-year period beginning in 2009 and ending in January of 2018.Dorado pleaded not guilty earlier in April to 14 counts brought against him, including rape of an unconscious person.RELATED: Woman claims she was drugged during job interviewDorado was arrested in March. SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

SAN DIEGO (KGTV) — Youth sports leaders are holding a protest in front of the San Diego County Administration Building on Saturday to voice their concerns over the state’s regulations regarding games and competitions.Currently, under California's coronavirus restrictions, youth sports can practice, as long as six feet of social distancing can be maintained. Bob Turner is both Executive Director of Presidio Soccer League and President of the Southern California Youth Soccer Association and said the athletes should be able to play games.He said they have created safety plans, including spacing out the times of games and shortening games to avoid crowds, only allowing one parent for each athlete, and also requiring masks of all referees, parents, and substitute players. Turner said they’ve sent countless letters and filled out petitions to the state, but have not gotten a response. RELATED: County sends plan to resume youth sport practices to Gov. They also asked the state and have not heard about what’s next.“This is small potatoes to them compared to a lot of the other things opening but it is our youth and what’s more important than our kids. This is the only outlet some of these kids have,” said Turner.Turner added that he’s heard of some athletes traveling to other states that have more relaxed restrictions so they can play in games and tournaments.Turner said counties in California are planning to all hold protests to voice their concerns. He said any athlete is welcome at their protest Saturday, and hopes the unified voices will be heard by the state.“We need to bring awareness. SAN DIEGO (KGTV) - When Major League Baseball starts its season in empty stadiums, a local company will be the supplying crowd noise - from a video game.At the Padres exhibition game at Petco Park Monday, amid the empty stands, there was the distinct sound of a crowd."Our goal is to help create the most authentic experience we can during these times," said Ramone Russell, Communications and Brand Strategist at San Diego Studio, a branch of Sony Interactive Entertainment.The Sorrento Valley-based San Diego Studio, the creators of MLB's official video game, MLB The Show 20, were tasked with filling up the silence of the ballparks by calling on a large collection of real sounds."We've been going to games for the last 10 years, so we have a giant catalog of audio," said Russell.The catalog contains reactions to just about any kind of play, from a routine play to a home run blast. Each reaction has been digitally remastered for the stadium setting. League officials hoping those sounds will make players feel more comfortable."Baseball players are not used to competing in empty stadiums ... just hoping to providing a normalcy for them," said Russell.Stadium sound engineers for each home team will have access to 75 different effects and reactions."Every single major league baseball team will be able to watch the game in real time and slide those events and reactions up and down, so it sounds authentic," said Russell.Baseball is hoping the crowd noise, along with walk-up music, stadium announcers and in-stadium video, will replicate the in-game experience as much as possible.Many of the teams, including the Padres, will also have cardboard cutouts of fans in some parts of the stadium. 1712

SAN DIEGO (KGTV) — University of San Diego is sidelining its plans to return to some form of on-campus classes this fall unless given approval by state and local officials.A statement from USD President James Harris read that due to the rising number of cases locally and in California, as well as the lack of reopening guidance for colleges, they will offer remote learning for all fall undergraduate and graduate courses.The undergraduate semester is still set to begin on Aug. 17, according to the school."At the time of my original announcement, the number of daily cases of COVID-19 in San Diego County was approximately 100, and given the shut-down order then in place, we were optimistic the situation would be much improved by the Fall," Harris' statement read. "Instead, the number of daily cases skyrocketed, and San Diego is now averaging more than 400 cases per day."With less than a month to go before we begin Fall classes for undergraduates, we have reached the point where a final decision has to be made."Originally, the campus planned to offer in-person courses as part of a hybrid approach to the academic year. USD says it can still pivot to the planned hybrid model if conditions improve. The school added that the campus will also continue to offer students options for remote or in-person classes when they receive permission to move forward with the plan."The good news is that all of the great work of the task forces preparing for the Fall will benefit us as we move forward.
