The Supreme Court granted Tuesday a Trump administration request to continue to bar most refugees under its travel ban.Without comment, the court blocked a federal appeals court ruling from last week that would have exempted refugees who have a contractual commitment from resettlement organizations from the travel ban while the justices consider its legality. The ruling could impact roughly 24,000 people.The travel ban bars certain people from Iran, Libya, Somalia, Sudan, Syria and Yemen from entering the US.The issue concerning the scope of the travel ban has been ricocheting through the courts since the spring when the Supreme Court allowed Trump's ban to go into effect except for those with a "bona fide" relationship to the United States. The order might give hope to supporters of the ban, but it may also simply reflect a desire on the part of the justices to maintain the status quo until the justices can hear the case next month."Although it may be tempting to see the order as a harbinger of how the court is likely to rule on the merits, it's better understood as a very modest procedural step to stabilize the full scope of the injunctions against the travel ban over the next four weeks," said Steve Vladeck, CNN Supreme Court analyst and professor of law at the University of Texas School of Law.The justices did not explain their reasoning, although it took five justices to make the decision.The court is expected to take up the legality of the travel ban October 10. 1500

The Smithsonian National Zoo in Washington is welcoming its newest member — a baby Lowland gorilla.On Sunday, 15-year-old Calaya gave birth to a son, Moke — "junior" or "little one" in Lingala, a language spoken in Central Africa.“The birth of this western lowland gorilla is very special and significant, not only to our Zoo family but also to this critically endangered species as a whole,” said Meredith Bastian, the National Zoo's curator of primates, according to the Smithsonian. “The primate team’s goal was to set Calaya up for success as best we could, given that she is a first-time mother. Doing so required great patience and dedication on the part of my team, and I am very proud of them and Calaya.”According to the zoo, Cayala has been adjusting well to motherhood and has learned how to care for Moke by watching other gorillas and through the help of staff. Zookeepers helped trained Cayala, in part, by showing her pictures of mother gorillas and presenting her with toys to cuddle and kiss.“This infant’s arrival triggers many emotions—joy, excitement, relief—and pride that all of our perseverance in preparing Calaya for motherhood has paid off,” said animal keeper Melba Brown. “We will provide support to her if need be, but I have every confidence that Calaya will be a great mom to Moke. Foster's ex-girlfriend, Elissa Ennis, said Thursday on ABC's Good Morning America, or GMA. "Like, I was shocked."The interview came more than a week after Foster, 24, then a linebacker for the San Francisco 49ers, was arrested and charged with one count of first-degree misdemeanor domestic violence in Tampa, Florida. Ennis, 28, reported that Foster pushed and slapped her during an encounter on November 24 at a hotel, police said.Ennis' attorney, Adante Pointer, released photos of Ennis' injuries after the assault."After having endured this relationship and then watching her name be tarnished in the press and then watching this person, from her perspective, go unpunished, she wanted to make sure that her side of the story got out," Pointer said.Ennis told GMA it was the third time an incident like this one had happened, including a February case in Los Gatos, California, that resulted in a criminal charge against Foster that was later dismissed and another occasion in October when "neighbors called the police."CNN reached out Thursday to Foster for comment. Her departure comes at a time when US relations with Mexico have been strained over issues related to trade and migration.Kimberly Breier, who was just nominated to be the new assistant secretary for Western Hemisphere -- a senior State Department position Jacobson previously held -- was with Kushner at the Wednesday meeting.The New York Times first reported that Jacobson was not at the meeting.The timing of the meeting came amid NAFTA negotiations and questions over President Donald Trump's tariff proposal. The U.S. communications regulator on Tuesday proposed a 5 million fine, its largest ever, against two health insurance telemarketers for spamming people with 1 billion robocalls using fake phone numbers.The Federal Communications Commission said John Spiller and Jakob Mears made the calls through two businesses. State attorneys general of Arkansas, Indiana, Michigan, Missouri, North Carolina, Ohio and Texas also sued the two men and their companies, Rising Eagle and JSquared Telecom, in federal court in Texas, where both men live, for violating the federal law governing telemarketing, the Telephone Consumer Protection Act.The FCC said the robocalls offered plans from major insurers like Aetna and UnitedHealth with an automated message. If consumers pressed a button for more information, however, they were transferred to a call center that sold plans not connected to those companies. The FCC said the Missouri attorney general sued Rising Eagle’s largest client, Health Advisors of America, for telemarketing violations last year.Over more than four months in early 2019, the FCC said, these telemarketers faked the number their calls displayed in caller ID with intent to deceive consumers; purposefully called people who are on the Do Not Call list; and called people’s mobile phones without getting permission first.Consumers weren’t the only ones bothered. The telemarketers faked their calls to make them appear they came from other companies, which then received angry calls and were named in lawsuits from consumers. The FCC didn’t name these companies, but said one got so many calls that its phone network “became unusable.”The fine is not a final decision. Spiller and Mears will have a chance to respond.As robocalls became a pressing issue for consumers, both as an annoyance and as a vehicle for fraud, the FCC has pushed carriers to do more to stop them. A new law beefs up enforcement and mandates that the phone industry not charge for call-blocking tools and put in place a system designed to weed out “spoofed” calls made using fake numbers.Reached by phone at the number listed for JSquared, Spiller declined to comment.
