(AP) — A group of Democratic California lawmakers called Monday for the state to invest 0 billion to drastically reduce its carbon emissions and reliance on fossil fuels by 2030.A resolution proposed by Democratic Sen. Henry Stern would set the non-binding goal and also declare a climate emergency, citing recent devastating wildfires and the impacts of air pollution on child asthma. It comes as Democrats in Congress advocate for the passage of the Green New Deal, a massive investment in rebuilding the nation's infrastructure and workforce to fight climate change."We have to live in California, hopefully for the rest of our lives, and hopefully in a way that doesn't burn down our homes, that doesn't make our kids sick (and) allows us to get to work without losing our minds in traffic," Stern said on the steps of the state Capitol with students from eight different University of California schools behind him.The 0 billion would be spent over 12 years and come from existing pots of money, including the state's carbon emissions auction program and a gas tax increase to fund transportation projects. The resolution would say all of that money should be spent toward projects that reduce, sequester or remove greenhouse gas emissions.While Stern's resolution would not be binding, Democratic state Assemblyman Todd Gloria has introduced legislation to eliminate greenhouse gas emissions by 2030. The state's current goal is eliminating fossil fuel use for electricity by 2045 and to achieve carbon neutrality by that year, meaning the state takes as much carbon out of the atmosphere as it puts in.The goals are aggressive and ambitious even for California, a state viewed as a global leader on confronting climate change. The 2045 clean energy goal passed the 80-member state Assembly last year by just four votes, with some Democrats voting against it.Gloria's proposal would require an "immediate phase out of fossil fuels.""The emergency facing our state, our nation, our world is climate change, and don't let anybody tell you anything different," Gloria said.Stern's proposal, meanwhile, would call for the elimination of fossil fuels in the energy sector by 2030. He does not propose eliminating fossil fuel use in transportation, but drastically diminishing it. 2313

SACRAMENTO, Calif. (AP) — The California Democratic Party is investigating allegations of sexual misconduct against chairman Eric Bauman.A party vice chairman, Daraka Larimore-Hall, brought the charges against Bauman last week on behalf of anonymous accusers and called for Bauman's resignation. Larimore-Hall alleged that Bauman sexually harassed and assaulted people during party functions.Larimore-Hall spoke to two accusers and a witness, the Sacramento Bee newspaper reported."I take seriously any allegation brought forward by anyone who believes they have been caused pain," Bauman said Saturday in a statement announcing the investigation. "I look forward to putting these allegations behind us and moving forward as unified Democrats."An outside investigator is looking into the claims. Other California Democrats have already called for Bauman to be replaced, including U.S. Rep. Ro Khanna and the Orange County Young Democrats.A series of sexual misconduct allegations against lawmakers, lobbyists and others in politics rocked California's political world late last year, at the height of the #MeToo movement. Three Democratic men resigned as state lawmakers after investigators hired by the Legislature found they likely engaged in inappropriate behavior.In a letter to the party last week calling for Bauman's removal, Larimore-Hall said stories from Bauman's accusers illustrate a "clear and escalating pattern" of inappropriate behavior.Larimore-Hall did not respond to a request for comment Monday from The Associated Press.Bauman narrowly won the party chairmanship last year against Kimberly Ellis after a contentious battle between establishment Democrats and progressive activists.During that fight, Bauman said he was falsely targeted by rumors he engaged in inappropriate behavior with teenage boys. Bauman is the party's first openly gay chairman.Bauman called the rumors "despicable lies," and Ellis denounced them.Party officers can be removed from office by a vote of the executive board. (AP) — California lawmakers are considering proposals that would make the state the first in the nation to offer government-funded health care to adult immigrants living in the country illegally.Democratic Gov. Gavin Newsom has proposed covering immigrants 19 to 25.A proposal in the state Senate would expand that coverage to include people 65 and older, while the Assembly is considering a bill that would extend benefits to all low-income immigrants 19 and older.California already covers immigrants 18 and younger regardless of their status.A final decision on wider coverage may come down to cost.Newsom estimates his plan covering young adults would cost million a year. Legislative staffers estimate the Senate's plan could cost 4 million and the Assembly proposal .2 billion annually.Newsom estimates California will have a .5 billion budget surplus.
