BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.

BEIJING, Dec. 22, (Xinhua) -- China has rejected the Vatican's criticism of a recent national congress of Chinese Catholics, blaming the Vatican for damaging relations between the two sides.A spokesperson for the State Administration for Religious Affairs (SARA) said Wednesday the Vatican's criticism was very imprudent and ungrounded.In a statement dated Dec. 17, the Vatican condemned the congress, which elected the new leadership of China's Catholic church, and accused China of violating religious freedom.The congress from Dec. 7 to 9 elected the heads and other senior members of the Chinese Catholic Patriotic Association (CCPA) and the Bishops' Conference of the Catholic Church in China (BCCCC).The spokesperson said the congress, which is held every five years to amend the CCPA's and BCCCC's constitutions, elect a new leadership and set future agenda, does not deal with Catholic doctrines or violate the fundamental Catholic faith, and "there is no question of getting recognition by any foreign organization or state."The spokesperson said China's religious freedom was protected by the Chinese Constitution, and it was a misinterpretation by the Vatican to declare the incompatibility of Catholic doctrine and the Chinese Catholic church's principle of independent self-governance.China's Constitution grants Chinese citizens freedom of religious beliefs, but requires independence of religious organizations and affairs in China from foreign influence.Under this constitutional provision, the Catholic church and other religions in China adhered to the principle of self-governance and self-support, the spokesperson said.The CCPA and the BCCCC endorsed this principle in their new constitutions adopted at the congress, according to the spokesperson."The BCCCC fulfills her Pastoral Mission at the Faith and Evangelization according to the power and authority of our Lord Jesus Christ and the Holy Spirit endowed upon His Disciples," said the BCCCC's constitution.On the dogma and moral teachings of the Church, the constitution said the BCCCC is "in union with the Successor of St. Peter, the Head of the community of the Disciples.""Has the Vatican not read the two constitutions? BEIJING, Nov. 21 (Xinhua) -- Two Chinese Internet giants -- Tencent and Qihoo 360, apologized to Internet users after being ordered to stop their spat and officials vowed to investigate the dispute to determine whether actions by either company had broken the law.Both of the companies posted an apology letter on the company websites Sunday night.Qihoo 360 said the companies' software had resumed operation and the two sides would stop mutual accusations.This was after China's Ministry of Industry and Information Technology (MIIT) Sunday ordered the two companies to publicly apologize within five working days.The business war between the two Internet giants had triggered a public outcry.Tencent, China's largest Internet company, said on Nov. 3 that it would shut down the QQ instant-messaging service on computers installed with security software made by Qihoo 360 following a dispute between the companies.Tencent's move marked an escalation in its dispute with Qihoo 360 that began more than one month ago. The two sides have accused the other of improper business practices.On Sept. 27, Qihoo 360 accused QQ of invading the privacy of its users through scanning, monitoring and loading information with QQ doctor, a security software developed by Tencent.Following this, Qihoo 360 released a safety software called "Koukou Guard" on Oct. 29, claiming it could speed up QQ and offer more privacy to its users. However, Tencent responded by warning its users that the "Koukou Guard" caused QQ to malfunction.Tencent has 600 million registered QQ users, while Qihoo 360, China's largest free anti-virus software provider, has 300 million clients.The unfair competition between the companies, especially the move to unilaterally shut the instant-messaging service, had affected users and caused "bad social consequences", the MIIT statement said.Further, the ministry announced it would take effective measures to ensure the fair, just and orderly competition within the Internet market to protect the interests of Internet users.An on-line survey conducted by Sina.com showed about 80 percent of Internet users regarded the two giants' actions to be selfish and had harmed the interests of their clients.

CHANGSHA, Dec. 19 (Xinhua) -- The death toll in a fireworks blast in central China' s Hunan Province rose from an earlier announced nine to 12 after DNA tests results were completed , local authorities said Sunday night.Another two people were believed to be missing, police said, adding that three of the 12 victims were still to be identified.The blast, which also injured nine others, occurred in Ningxiang County of Changsha, the provincial capital, at about 9:30 p.m. Friday when a truck loaded with fireworks fuses hit a power pole and sparks from fallen cables ignited the fuses.The blast destroyed the truck and nearby houses, shattering windows and cracking walls hundreds of meters away.Rescue work and clean-up at the site ended on Sunday, a local government spokesman said.The nine injured, who are being treated in hospital, are in stable conditions, according to the spokesman.However, the whereabouts of the truck driver remains unknown.Police continue investigating the accident.
