SAN DIEGO (KGTV) -- Five dogs died during a fire at a former kennel in Lakeside early Sunday morning. The fire broke out on the 8700 block of Winter Gardens Boulevard around 3 a.m., according to the Lakeside Fire Protection District. The house used to be a functioning kennel, but the woman who lives in the home was either pet sitting or storing the animal for residents at the time of the fire, the district says. RELATED: Mother, father killed in Logan Heights house fireA total of eight dogs were inside the home when the blaze sparked. Five of the dogs and a parrot died in the blaze. Crews say the fire started downstairs in the two-story home. The department says the age of the home made it difficult to fight the blaze. “Old structures are lath and plaster, they’re difficult to fight fires because the fires are get deep in the walls. So it takes a long time to put those out. There is a lot of stuff inside of the home as well. So moving hoselines inside of the house is very difficult as well,” according to Bernard Molloy with Lakeside Fire. SAN DIEGO (KGTV) -- Family and friends of Sabrina Rosario gathered Saturday night for a memorial service to honor her and her four boys. Rosario and her boys were killed by her estranged husband, the children's father, last month. The boys: Enzi, 3, Zuriel, 5, Ezekiel, 9 and Zeth, 11. Rosario was 29-years-old. Collins says her daughter was brave and beautiful and she finds comfort in knowing she's in a better place. Roughly 400 people filled the church in Paradise Hills for the memorial. Pictures and flowers filled the front of the room. The service included prayer, singing and stories of Rosario and the boys. Rosario had been granted a restraining order from her estranged husband just hours before she was killed, but that order was never served. 947

  

SAN DIEGO (KGTV) -- Gas prices continue to soar in Southern California, rising nearly two cents more Monday. According to figures from AAA, the price for a gallon of gas gone up more than 50 cents in less than a month. AAA also says that the price has risen for 21 consecutive days and 27 of the last 28 days in San Diego County. RELATED: San Diego's gas prices could soon hit average, something not seen for yearsThe price per-gallon is more than 20 cents more than a week ago, 51.7 cents more than a month ago and over 27 cents higher than a year ago. California's gas tax is also set to increase by 5.6 cents on July 1, 2019. Meanwhile, the national average for a gallon of gas Monday was .74.AAA says a series of refinery issues reduced gas supplies.Bloomberg Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants all experienced shut downs and stalls in oil production due to various problems. SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June.
