EL CAJON, Calif. (KGTV) - A man accused of a hit-and-run crash on Highway 57 in Ramona pleaded not guilty Thursday. A judge set the bail at million for Chase Richard. Richard is accused of swerving into Michelle Scott and driving with her bicycle attached to his car for more than two miles during Tuesday’s crash. In court Thursday, prosecutors said Richard removed the front hood and bumper and spray-painted the rear of his Ford Edge. Investigators said Richard appeared to be making a run for it when they arrived. He had a large suitcase and backpack in a running vehicle when he was arrested. Richard faces up to nine years in prison if convicted. Among them, the championship game between unbeaten Coastal Carolina and Top 25 Louisiana-Lafayette was called off.The Sun Belt Conference canceled the contest because of a positive COVID-19 test from a member of Coastal Carolina, which resulted in an entire position group being forced to quarantine in order to follow protocol.“We are very disappointed that the championship game cannot be played, but we are so proud of all of the players and staff members and their hard work during this truly challenging season," said Sun Belt Commissioner Keith Gill. (KGTV) -- An elderly man was struck by a car and killed as he crossed an El Cajon street Wednesday night.At around 11:30 p.m., El Cajon police and paramedics were called to the intersection of Jamacha and Main Street in response to a pedestrian hit by a vehicle.Police said a pickup truck was traveling northbound on Jamacha when it hit the 80 year-old-man. Officers say the victim's leg was amputated, and he was not breathing when they arrived at the scene.The victim, who was not identified, was taken to the hospital where he died from his injuries.According to police, the driver remained at the scene and was cooperating with investigators.Alcohol or drugs did not appear to be factors in the incident, police said. 746

(KGTV) — East County authorities are searching for a reported person trying to lure students at a nearby elementary school.El Cajon Police said officials at Flying Hills Elementary requested extra patrols Thursday over concerns of someone trying to lure students. Police said a 9-year-old boy was in an alley near the 1300 block of North Cuyamaca St. when a man approached in a vehicle. The man waved to the boy and said "get in the car." The vehicle was described as a red sedan, while the suspect was described as a white man in his 20s, with a mustache, red shirt, and black baseball hat.Police said they are aware of two other separate incidents as well. The first was on Tuesday in the 100 block of South Mollison Ave. A 12-year-old girl was approached by a man in a vehicle as she was walking to school. The man asked her a question and made a sexual comment before driving away, police said.The man was described as a white man, with balding dark hair, "scruffy" unshaven face, and possibly wearing a gray shirt and gray pants.The second incident occurred that same day just after 3:15 p.m. on Swallow Dr. A 13-year-old girl was walking home east of Finsh St. when man on foot approached her and said "come with me, I'm safe." He was described as a white man in his 40s, with a gray beard, short dark hair, and last seen wearing tan shorts, a dark shirt, black baseball hat, and black backpack.Police are investigating all three incidents, but said they do not believe they are related. Police have increased patrols in the area and at nearby schools.School staff from Lakeside Middle School also reported a suspicious incident as well just after 9:30 a.m. Thursday, according to the San Diego Sheriff's Department. EL CAJON, Calif. (KGTV) -- El Cajon city leaders will consider the possibility of a ban on the sale of vaping products at their next meeting in November. Tuesday evening, city council leaders heard from dozens of people for and against the idea; but the issue was not on the agenda.Councilman Gary Kendrick first brought up a city-wide ban in July. Tuesday afternoon, he was joined by school leaders, doctors, health officials, and parents who all believe vaping is an epidemic targeting kids. "These people who are selling vaping devices and vaping liquids to our children are profiting from the suffering of our children," said councilman Kendrick. A member of the Cajon Valley Union School Board said vaping is rampant in children as young as elementary age. "The liquids that are being used our being promoted to our youth , having vaping devices available at a very low cost in our liquor stores or 7/11/'s for approximately a dollar is promoting to our children that they can easily have access to them," said Jill Barto. Joey Johnson works at United Smoke Shop and Vape. He says if it weren't for vaping, he'd still be smoking two packs a day. "It's astonishing how much it’s truly helped me," said Johnson. Johnson believes a ban punishes legitimate businesses and will only create a bigger black market. "Gas stations places like that don’t care, so it’s either that or people on the streets or getting THC cartridges from people on the street who don’t know what they’re doing , they’re adding stuff to it to make it “vapable” or able to smoke and that’s the people that are dying," said Johnson. At least twenty-three people across the country have died from vaping related illnesses. In San Diego County, there have been no deaths, but at least twenty-two people have been sickened. One high school student told the council that vaping is rampant in the school bathrooms."The athletic kids vape, the honors kids vape, the college prep kids vape and their parents vape and at this point, it's sad to say, I think it's become a part of high school culture," said the student. Deborah Kelly told city leaders she was outraged at the failure of government to protect children. "Flavored tobacco products taste like candy, but act as poisons and kids don't smoke marijuana, they vape it," said Kelly. The council decided more research is needed before it takes any action on a possible ban. City leaders did vote to increase suspensions and fines for businesses that sell tobacco products to minors.
