BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.

During the meeting, the two sides exchanged views on how China could properly handle the relation between stable, fast economic growth and environmental protection, and achieve sustainable development, against the backdrop of the aggravating global financial crisis and the downturn of global growth. Chinese Premier Wen Jiabao (1st R Back) meets with foreign guests attending the 2008 Annual General Meeting of the China Council for International Cooperation on Environment and Development (CCICED) in Beijing, capital of China, on Nov. 13, 2008. The 2008 Annual General Meeting of the CCICED was scheduled here for Nov.12-14, featuring the theme of "Harmonious Development through Innovation". All representatives of the Council's Chinese and international members as well as its task forces' co-chairs were invited to attend the meeting.     The Council is a non-profit international advisory body established upon the approval of the Chinese government in 1992. The main task of the Council includes exchanging international successful experience in the field of environment and development, and studying key environment and development issues in China.

BEIJING, Oct. 28 (Xinhua) -- The 11th National People's Congress (NPC) Standing Committee, China's top legislature, concluded its fifth session on Tuesday after passing new laws and international treaties.     It adopted an amendment to the fire control law and passed a law designed to protect state-owned assets from being illegally seized.     The session also ratified a bilateral treaty on extradition with Portugal.     The 21-article treaty was signed by Vice Foreign Minister Zhang Yesui and Portuguese Foreign Minister Louis Amado in Beijing on Jan. 31, 2007.     The top legislature session also ratified an amendment to the Convention on the Physical Protection of Nuclear Material, the Convention on International Interests in Mobile Equipment, and the Protocol thereto on Matters Specific to Aircraft Equipment.     NPC Standing Committee Chairman Wu Bangguo said the legislature would continue working on an amendment to the country's law on food safety, which is being revised following a nationwide toxic milk scandal.     The session publicized a draft of amended law on earthquake prevention and disaster reduction to receive suggestions from all circles.     Wu Bangguo said at the session that to promote the judicial fairness and public supervision is a long-term task and called for more efforts in this regard.     He urged lawmakers to live up to their responsibilities to provide more useful and effective advices or suggestions to the top legislature, including those on macro-control of the economy.

  

TIANJIN, Jan. 20 (Xinhua) -- Chinese Vice President Xi Jinping has called for government and party officials to maintain their political integrity and lead the people to overcome difficulties amid hardships.     Xi, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during an inspection tour to the northern coastal city of Tianjin from Sunday to Monday. Chinese Vice President Xi Jinping (1st R, front), also member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, talks to teachers and students on campus of Tianjin University during his visit to Tianjin Municipality Jan. 18, 2009. Party committees at all levels must make efforts to improve the awareness of political responsibility of officials, and make sure the officials would abide by party disciplines and political ethics, and preserve integrity in their work, Xi said.     He urged officials at all levels to study President Hu Jintao's speech at last Tuesday's plenary session of the CPC Central Commission for Discipline Inspection (CCDI).     Officials must keep in close contact with the public, prioritize people's interests during their work, and address their needs, he said.     Xi called for officials to ask the people for advice and suggestions, and try harder to take practical measures to tackle public difficulties.     He said officials should be the first to bear hardships, but the last to enjoy comforts.     Extravagance and waste during work must be opposed to enhance official's capability in fighting corruption, he said.

  

LIMA, Nov. 19 (Xinhua) -- Visiting Chinese President Hu Jintao met his Peruvian counterpart Alan Garcia Wednesday in Lima for talks on how to deepen comprehensive cooperative partnership between China and the Latin American nation.     The meeting took place soon after the Chinese leader's arrival in the Peruvian capital from Havana.     In a written statement issued upon his arrival here, the Chinese president said he will exchange views with Garcia and other Peruvian leaders on ways to deepen bilateral ties.     Following their talks, the two leaders will attend a signing ceremony of documents on cooperation in trade, customs, quality control and poverty reduction.     Peru is one of China's major trading partners in Latin America,with two-way trade totaling 6 billion U.S. dollars in 2007, a 53 percent increase over the previous year.     While in Lima, Hu will attend the Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum, which will focus on the world financial crisis, support for the Doha round oftrade talks, food and energy security, and regional economic integration.     The Chinese president will also meet with leaders of several APEC member economies on the sidelines of the APEC meeting.
