SAN DIEGO (KGTV) — San Diego's Registrar of Voters addressed worries over ballots that may have been filled out using Sharpies, saying the ballots will not be disqualified.Wednesday, an attorney working for President Donald Trump's campaign claimed supporters who used Sharpies on their ballots are worried that their votes are being thrown out as Arizona's vote tally continued. Part of this is because ballots are printed in an off-set pattern, meaning "bubbles" for races and measures do not overlap on each side of a ballot."Regardless, using a Sharpie does not invalidate the ballot. Our voting system prevents a situation where if a voter uses a Sharpie to vote and it bleeds through to the other side, it will not impact any 'bubbles' on the opposite side," the Registrar said.The county added that polling locations do not provide Sharpies and instead use "archival pens," which were identified to be the best writing instrument more than a decade ago."In San Diego County, we do not provide Sharpies to voters to mark their ballot. What we use are archival pens, which we researched over 10 years ago as the best marking instrument for a voter. SAN DIEGO (KGTV) - San Diego State University is launching two task forces after a 19-year-old died earlier this month after attending a fraternity event.Dylan Hernandez died Nov. 8 after falling out of the top bunk in his dorm.In the wake of the tragedy, SDSU suspended all 14 of its fraternities. On Wednesday, it announced the creation of two task forces to address student life and attack issues that may have led to Hernandez's death. About half of the 28 members are university employees and administrators, while about five are current students. Erik Johannesen, a chapter advisor for the Delta Sigma Phi, will participate in the task force on activities and safety. "Fraternities, when they're operating well, they're the great finishing school for every young man that joins one," said Johannesen, who graduated SDSU in 1981. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan.
