SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state. SAN DIEGO (KGTV) -- Despite a recent drop, gas prices closed the year higher than they’ve been since 2013, according to City News Service. The average price for a gallon of regular gas dropped for the 11th day Tuesday, decreasing three-tenths of a cent to .34. The average price has fallen 7.6 cents during the streak, according to figures from AAA. The average price is 4.7 cents less than a week ago and 20.4 cents less than a month ago. Despite the drop in prices, regular gasoline is 21.4 cents more than a year ago. The sharp increase in the cost of gas was felt around California after Governor Jerry Brown signed a gas tax increase that went into effect in 2017. In November of 2018, California voters turned down Proposition 6. The measure would have repealed the most recent gas tax hike and ensured that no new gas taxes get passed without voter approval. 876

SAN DIEGO (KGTV) - For the first time since his arrest, the La Jolla restaurant owner charged with rape is speaking publicly. Daniel Dorado is testifying in his defense.Eight women have come forward saying Dorado drugged and sexually assaulted them over the course of a decade. The owner of the Voce del Mar restaurant in Birdrock faces 35 felony charges for allegedly raping women after drugging their drinks. "She was interested in being alone with me," said Dorado. "She initiated the physical contact."Prosecutors say in at least two of the cases, a sexual relationship occurred after the women got visibly sick and threw up. SAN DIEGO (KGTV) - HazMat teams responded to a fire station in North Park after a suspicious package was found outside the station, according to a San Diego Fire-Rescue official.Fire crews found the package by Station 14's front door around 3:20 p.m. Sunday when they returned from a call.Fire officials told 10News the package was a taped-up cardboard box with writing on it that made it appear dangerous. Some of the words were misspelled.The hazmat and bomb personnel set up a perimeter around the station, blocking off 32nd Street and Lincoln Avenue by about a block in each direction.The bomb squad x-rayed the package, determined that it was not dangerous, and reopened the street around 5:45 p.m.The package was filled with aluminum flux and trash, according to a tweet from San Diego Fire-Rescue.At about 3p on Sunday someone left this box at SDFD North Park station on 32nd St. The bomb team was called to ID the contents - aluminum flux and some trash.
