SAN DIEGO (KGTV) — Four people who were arrested during a border demonstration in 2018 celebrated a not guilty verdict Monday.Demonstrators gathered downtown Monday to support two clergy members and two female Army combat veterans who were arrested during the "Love Knows No Borders" event in December 2018. Faith leaders at the U.S.-Mexico border near Friendship Park and some 400 people were calling for an end to detaining and deporting immigrants and showing support for asylum seekers.The four arrested argued they were exercising their religious freedom and first amendment right to assemble and speak out against injustice. Combat veteran Brittany Ramos Debarros, who's standing trial, spoke to 10News following the verdict. "Took an oath to protect this constitution and I take that seriously. And what I see all around me is a disregard for what's right. A disregard for people's rights, including the right to protest peacefully on our own land, the land I supposedly defended," Debarros said.But federal agents showed video of the demonstration, arguing there were numerous no trespassing signs and they made numerous demands and warnings to stay out of the restricted areas or face arrest.One demonstrator, who was not in court Monday, was arrested for assaulting an officer at the rally. 1308

SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SAN DIEGO (KGTV) — Every prom is memorable, but only one is truly an "Unforgettable Prom." Yet just like so many momentous occasions this year, the Unforgettable Prom had to be canceled. But its legacy lives on, touching lives 20 years later."Scott was an amazing young man. Sorry. He was very charismatic," says Carmen Delgadillo.Twenty years and Carmen Delgadillo still gets choked up talking about her son Scott. At 13, Scott Delgadillo was diagnosed with leukemia. He was determined to beat cancer because he was driven to one day attend Notre Dame, he was a fighter, and was surrounded by loyal friends who would always visit him in the hospital."Scott had a lot of friends that would come to visit, and some of the other kids did not. So, he would ask his friends, 'Hey, can you stop by and see my friend?' That's how Scott was; he brought people together," adds Carmen.Those same friends planned to take Scott to the Winter Formal that year. Unfortunately, Scott's sickness got worse, and he passed away shortly after. But his legacy was just beginning."Shortly after his passing, a nurse at Rady Children's Hospital, a nurse that took care of him, stopped me and asked if we would be interested in putting together a prom for the teenagers at Rady's Hospital," says Carmen.So, Carmen and Scott's friends got together and created the Friends of Scott Foundation. Teenagers with cancer and other illnesses, many too sick to attend their own proms, get the red-carpet treatment here at the Unforgettable Prom. Everything from the limos to the boys' tuxes, to the girls' gowns, and everything in between is taken care of for them."This is a way that they just forget about everything, and it's a free night from cancer. And we're very, very proud of this event," adds Carmen.But like most proms this year, the Unforgettable Prom had to be canceled. Instead, Carmen and the foundation are working to gather donations to create care packages for those teenagers suffering from illnesses and their families."We are providing gift cards, whether it be groceries or gas to help some of these families out during the pandemic," says a smiling Carmen.Now, 20 years later, Carmen Delgadillo and her volunteers have impacted and touched thousands of lives in the memory of her son Scott."I'd like to say how many lives have touched me," says Carmen. "Some of these kids are now parents. I've got to meet their children. They've gone on with their lives, some of these kids have gone on to college. So, all those lives that have been part of Scott and his legacy." 2566
