The latest is the owner has the goat and is walking him back to his vehicle saying he was a BAAAAAAAD goat. The owner and his goat left the area prior to police arrival," the department tweeted.The department said a couple of hours later that officers later found the man and his goat elsewhere downtown and learned the goat's name: "Tom Brady." 764

SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted 4-1 to send a letter to Gov. Gavin Newsom requesting more reopening guidance, after hitting pause on reopening businesses last week due to community outbreaks.With Supervisor Nathan Fletcher as the only dissenting vote, the board voted to send a letter requesting state guidance on reopening wedding receptions, hotel meetings and conferences, street fairs, playgrounds, and team competitions.They heard from dozens of people pleading with them to help save their industries. "Our industry is struggling to survive. There are people still wanting to celebrate these events which is leading to bootleg events," said one caller who works in the event industry.Another woman called in to share the challenges of trying to plan a wedding." I've had to push my wedding back twice this year and have lost thousands of dollars due to the uncertainty of when private events will be allowed," said Rachel Lee. SAN DIEGO (KGTV) - San Diego State University has instituted new protocols to keep the coronavirus from spreading on campus.Dr. Luke Wood, Vice President of Student Affairs and Campus Diversity, said they hired security to patrol the campus from Thursday through Sunday after hours, document policy violations, and send reports to staff who handle disciplinary action."There are real consequences now of our COVID-19 policies, and that can range from a warning, to suspension to even in extreme cases, expulsion," Wood said.He said they also have a wellness ambassador program they hope to expand to 50 personnel, "so that when students come on campus physically they are being greeted and welcomed to the campus. They're reminded of our policies around wearing face-masks, around social distancing."Wood said he wants to make sure SDSU doesn't join the growing list of colleges with outbreaks."We're doing everything that's within our power to make sure that we don't follow in others' footsteps," he said. "It's demonstrating we take this very seriously."Only a third of students (about 2,600) are living on campus this year, according to Wood. In-person classes have been cut from thousands to 202. According to organizers, the crosswalk is the first in California that also features a transgender flag. The crosswalk is located at the corner of Normal Street and University Avenue. SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
