(KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. The Taking Back Oceanside group is set to meet with the chief of police on October 24.  1750

Nurses at an assisted living facility in Glendale, Arizona are facing backlash for filming and making fun of elderly patients. The video ended up posted to the social media site 'Snapchat'. The incident occurred at the Glencroft Senior Living facility.  An administrator from Glencroft told Phoenix-based KNXV that the facility cannot discuss personnel issues, but did learn about the video Monday morning and is taking the situation seriously. The video shows an elderly woman using a walker as she advances toward the camera. She is obviously agitated, telling the workers she "almost fell" and is seen asking for her pills. Instead of helping the woman, the nurses continue filming as they watch the woman and mock her.The video came to light after a whistleblower saw it on social media and alerted KNXV, as well as Glencroft, and the Arizona state agency that licenses nurses.She is also a nurse and said she knows the woman who made the video from nursing school. "It just disgusted me that you would treat someone like this," said the whistleblower, who asked to remain anonymous. "This lady obviously has some dementia or something going on."The whistleblower also said she is worried about violations of the patient's rights under the Health Insurance Portability and Accountability Act.  KNXV has reached out to the Arizona State Board of Nursing but has yet to receive an answer on this topic.  1468

OROVILLE, Calif. (AP) — Northern California authorities have arrested a woman they say scammed ,100 from a 75-year-old who lost a home in a wildfire last year that killed 85.The Butte County Sheriff's Office announced Tuesday the arrest of 29-year-old Brenda Rose Asbury for elder abuse, embezzlement and grand theft.Detectives say Asbury stole from an insurance settlement that the victim received after losing a home in the 2018 Camp Fire.A warrant for her arrest was issued in September.Asbury turned herself in to Butte County authorities on Monday after driving three days from Tulsa, Oklahoma, and on the advice of her attorney, Michael Erpino of Chico.Sheriff's office spokeswoman Megan McMann said Asbury is in jail on ,100 bail.She is scheduled to be arraigned Thursday. 793
