SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal. The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) - One of four teenagers accused of fatally beating a man near Petco Park was charged Tuesday with murder and torture.San Diego Police said Dominick Wells, 19, and three juvenile females aged 14, 15 and 17 attacked Edward Starland near a bridge behind the ballpark the afternoon of Nov. 18.Witnesses said Starland had been fighting with the group before he was thrown to the ground and beaten. The group ran off down Imperial Avenue. Starland’s sister Catherine flew to San Diego from Florida to be by his side when he was on life support in the hospital. She said her brother had a heart condition and a pacemaker, and didn’t know why anyone would attack him."I came here for my brother because I don't want him to be alone. I want him to know I'm by his side; when he wakes up he knows I'm here,” she said. Starland, 56, died of his injuries Dec. 3.Police later arrested the teens. Wells is currently being held on a first-degree murder charge at San Diego Central Jail. The girls were later arrested on suspicion of felony battery.Prosecutors told 10News Tuesday the girls would likely be charged with murder and torture, but did not say if the charges would be filed in juvenile court.Anyone with information on this incident is asked to call SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1342

SAN DIEGO (KGTV) — More than two dozen Little Italy restaurants are likely to become San Diego's first to install "parklets," which will allow expanded outdoor dining each day of the week. The work is expected to start Friday. A parklet is a sealed off portion of curbside parking spaces that would instead be reserved for restaurants to set up tables and serve people outside. On Friday, at least eight Little Italy restaurants will start installing the parklets, but that number could grow to more than 25 if the city approves the permits in time. The city is currently streamlining these kinds of permits for retailers and restaurants and waving fees. The idea is to give businesses more room to make money amid new social distancing restrictions that disallow indoor dining in restaurants. "It is vital, absolutely," said Paolo Tagliani, general manager of Salunto, a bakery restaurant on India Street. "We need fresh air, too."More than 100 restaurants in San Diego have applied for parklet permits. The city approved 48 of them on the first day it began processing the applications. Restaurants in the Gaslamp and North Park have also applied. Little Italy had already instituted an Al Fresco program, which closed India Street to the public on Fridays, Saturdays and Sundays to allow outside dining. The parklets would allow outdoor dining daily. The Gaslamp Quarter Association has a similar program on Fifth Avenue from L Street to F Street. The parklets would be allowed until the public health emergency is lifted. 1534

SAN DIEGO (KGTV) -- Quite often tragedies, like the Valley Fire, bring out the best in people. Even the youngest can make a big difference. Just ask Lemon Grove resident Tiffany Klein, who had to explain to her 3-year-old son Nicholas, why the sky looked so smokey and gloomy over the last week."Ash was falling and the sky was dark, which was odd. So Nicholas asked me what was going on, he didn't quite understand."And when Tiffany told her son about the dangerous fires burning near Alpine, his response was a bit surprising for a young child."He asked if people were getting hurt," said Tiffany. "I told him, as of that time, that no one had gotten hurt, but some people had lost their homes. So he asked me if he could raise money by doing a lemonade stand."Despite being 3-years-old, Nicholas wanted to lend a hand, even if he wasn't quite sure what was going on."I wanted to help the people that lost their homes,"said Nicholas. And how could any parent say no to such a great request."I was mind blown. He said yes mommy, I want to help them find their homes, because he assumed they were lost."So the family went to work building a lemonade stand, and squeezing their own lemons."He had to build his own lemonade stand, and he went out and picked lemons from a lemon tree."By selling lemonade, he hoped to raise 7 dollars."Seven dollars is huge to him and i said OK, let's try to get that goal."Nicholas easily raised the 7 dollars, and a whole lot more."He doesn't understand what he did yet," says his mom. "Because he's over 500 dollars right now."Nicholas plans to donate the money to the Burn Institute in a ceremony on Friday. 1648
