ESCONDIDO, Calif. (KGTV) — For Brian Masters, the prospect of owning two vintage John Deere tractors was an easy sell."I’ve always had an interest," Masters said of the tractors. And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance.After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer.But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. But in order to do so, he says he had to hack off a tree stump, modify his fence, and take down a portion of his yard's retaining yard to give the tractors enough room to be moved.10News has reached out to the City of Escondido for possible alternatives or a solution to Masters' violation, and have yet to hear back. 1815

Upon returning the child, Fairfield police Lt. Greg Hurlbut said he found the nine other children living in "squalid and unsafe conditions."Rogers was arrested and later released after posting bail. Allen was also arrested after specialists conducted interviews with the children. He is being held on .5 million bail.The home was described by reporters as messy with scuffed walls and animal feces in the bathroom. The children slept on cots in the bedroom because they were close, Rogers said.Child protection officials made one prior visit to the home, Rogers said. Aleida Quartman, 23, said she was a co-worker at a heart device monitoring company.Quartman said Rogers’ messy house was just life with children, cats, a dog and a fish. "She told me she's never lived alone and now that her kids are gone and her husband is gone, she's just a mess," Quartman said.Allen’s mother said she spoke to Rogers about the dirty condition of the home, saying it was important to keep a clean home. 2149

Kaitlyn "Rosie" Pilsbury was riding her motorcycle when she was hit head-on by the driver of an SUV. The driver ditched the vehicle and took off. It happened in Vista just days before Christmas. Pilsbury suffered massive injuries and was in a coma for 12 days. "When I heard this happened my first call was to the network, my second call was to the mayor, and my third was to all these people, this is a 'Restaurant: Impossible' family in a community that cares about that young girl," said celebrity chef Robert Irvine of the Food Network. "She looks way better than she did four days ago. And today, she looks way better than she did yesterday." Pilsbury's mom flew in from New Jersey the moment she heard about the accident. Marie Pilsbury said the support is overwhelming. "She is, I believe, a miracle, in my opinion. I'm sorry, all the prayer and all the love I know that she felt it and I know that it made a difference," Pilsbury said tearfully. Her daughter is scheduled to be released from a rehab center on Tuesday. "She is so positive and so thrilled and so thankful for everything," said Pilsbury. ENCINITAS, Calif. (KGTV) - An Encinitas man is trying to drum up some comfort amid the coronavirus pandemic by making some noise.Every night at 8 p.m., across the town of Windsor Locks, CT, the sound of bells of all sizes cuts through the quiet isolation. The town is the hometown of Encinitas resident of Rob LaBreche."It shows the neighbors are thinking about each other, and that is a positive thing," said LaBreche.Labreche decided to try to ring in some positivity in his own neighborhood. He posted his plans on the Nextdoor app and early this week, he and his kids got out some pots and pans at 7 p.m. and started making noise.That night, about five other neighbors joined them."To be honest, I kind of felt silly out there banging the pots and pans, but then when you're silent and feel other neighbors doing the same thing ... it makes you feel good and you know we're all in this together," said LaBreche.Since then, the idea has continued to resonate. He sent us video of his son ringing one of the family's newly-bought bells. On Thursday night - based on messages on Nextdoor - LaBreche believes more than 75 others joined in. LaBreche says the appointment noise making now stretches across several neighborhoods in Encinitas, and even into Carlsbad."Just like the coronavirus multiplying in a negative way, I think we can multiply things in a positive way.
