SAN DIEGO (KGTV) — San Diego Crime Stoppers released new video Wednesday of a suspected arsonist they believe set several fires in the Point Loma and Ocean Beach areas last month.San Diego Metro Arson Strike Team investigators say during the early hours of Sept. 28, between 12:30 a.m. and 5:03 a.m., six separate fires were started in the backyards of homes. Various items were ignited, investigators say, at the following locations:12:30 a.m. - 4500 Muir Avenue1:12 a.m. - 2100 Froude Street2:22 a.m. - 4300 Piedmont Drive2:50 p.m. - 4117 Catalina Place4:04 a.m. - 4300 Monaco Street5:03 a.m. - 3900 La Cresta DriveA white, compact SUV similar to a Toyota RAV4 was seen in the 4100 block of Catalina Place just before a fire was discovered at that location, investigators added.Video and photos show a person in a hooded sweatshirt, shorts, and sandals walking in the yard of a home where one fire ignited. In the video, the person can be seen walking with what appears to be a piece of paper in one hand and cigarette in the other, before disappearing from the video. SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. They’re looking for things like having adequate personal protective equipment and if students can be kept in small groups.County Montessori School in Poway has been fine-tuning their safety measures through their summer programs.They took advantage of the waiver process right away.“The application became available last Friday night and we applied Monday,” said Head of School, Adela Corrales. “If our waiver comes through next week we’re prepared to open on site on August 24th”The county told ABC 10News they were still reviewing applications late Friday afternoon and had not sent any to the state for approval yet. 1971

SAN DIEGO (KGTV) -- San Diego police are asking the public to be on the lookout for a door-to-door solicitor who has prompted a string of complaints about threatening outbursts and who was seen on video taking swings at a woman in Pacific Beach.Corey Lamont Terry, 45, is wanted on felony charges of making criminal threats and attempted burglary, according to the San Diego County District Attorney’s Office. A warrant for his arrest was issued earlier this month, according to the Sheriff’s Department website.Police have been investigating Terry since at least early November, after “several” people complained about Terry’s aggressive language while soliciting money door-to-door, according to SDPD Lt. Shawn Takeuchi.Takeuchi urged the public to call their local police agency if they spot Terry, who is about 6 feet tall and weighs roughly 220 pounds. He said residents should not approach him based on his past behavior.Terry has canvassed neighborhoods in Pacific Beach and Ocean Beach in recent weeks, claiming he is raising money for charity. SAN DIEGO (KGTV) -- San Diego Police are investigating after a man died in Southcrest Community Park late Friday night. Police were called to the scene after a passerby found a man with trauma and, possibly gunshot injuries to his upper body laying on the 1300 block of South 40th Street just after 10 p.m.San Diego Fire-Rescue was also called to the scene and began life-saving efforts, but police say the man was pronounced dead at the scene. Police say very little is known about the circumstances surrounding the man's death. The victim has been identified, but police haven't released his name at this time.
