BEIJING, July 2 (Xinhua) -- China and Vietnam agreed Thursday to properly deal with the maritime territorial issues in the South China Sea.This is one of the five consensus decisions made at the fourth meeting of the China-Vietnam steering committee on cooperation, which was co-chaired by Chinese State Councilor Dai Bingguo and Vietnamese Deputy Prime Minister and Foreign Minister Pham Gia Khiem.China and Vietnam signed a package of agreements on the demarcation of their 1,300-kilometer land boundary last November. ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. BEIJING, June 18 (Xinhua) -- China's central bank said Friday more flexibility would be allowed to guide money policies based upon changing circumstances if inflationary pressures increase during the economic recovery along with rising market confidence.The risk of higher prices may grow stronger given that liquidity remains loose throughout the world and China has experienced much faster credit growth earlier, according to the Annual Report 2009 issued Friday by the central bank, the People's Bank of China (PBOC).China's financial institutions lent a record 9.6 trillion yuan (1.4 trillion U.S. dollars) in new yuan-denominated loans last year, almost double that of the previous year, to spur the economy during the ongoing global downturn, but it was accompanied by soaring property prices and rising expectations of possible inflation.China has targeted a total of 7.5 trillion yuan in new loans for 2010.But prices were still very likely to remain stable as China's grain harvest has been substantial for a number of years, and manufacturers of consumer goods have been seeing rising productivity, which ensured supply, the central bank said.China's Consumer Price Index, a main gauge of inflation, rose 3.1 percent in May, exceeding the government target to keep the nation's inflation rate under 3 percent for 2010.National Bureau of Statistics spokesman Sheng Laiyun earlier said the higher inflation in May was due to a low comparison basis from the same period last year, and inflationary pressure was easing given that China had the basics for keeping prices under control.However, the nation needed to safeguard the supply of sufficient agricultural products and curb soaring housing prices in some cities to manage inflationary expectations, according to the report.Relatively relaxed monetary policy to remainThe central bank report said China would maintain its moderately relaxed monetary policy in 2010, projecting for this year a 17 percent increase in broad money supply (M2), which covers cash in circulation and all deposits.Central bank vice governor Su Ning earlier said a 17 percent year on year increase in China's broad money supply, and a targeted 7.5 trillion yuan in new loans for this year, indicated a relatively relaxed monetary policy.Additionally, China's M2 had increased 21 percent year on year to 66.34 trillion yuan by the end of May, according to PBOC data.The central bank said in the report it would work to control the pace of credit growth, maintain the balance of credit, and avoid apparent fluctuations.The central bank also said a differentiated credit policy should be carried out to optimize the nation's credit structure.Specifically, more credit support should be made available for agriculture and small and medium-sized companies, which traditionally face difficulties in obtaining financing.Favorable credit policies should also be implemented to support underdeveloped sectors, employment, strategically important industries such as new energies, new materials, and energy savings, while strict credit controls should be imposed upon energy-consuming and pollutingindustries and those with overcapacities, according to the report.Steady Progress of RMB Exchange Rate ReformThe PBOC said China was to steadily continue market reforms of exchange rates and improve the RMB (Chinese currency) exchange rate formation mechanism.Further, principles of independent decision-making, controllability and graduality should be enacted in improving the mechanism, according to the report.The central bank would also work to make trade and investment moreconvenient by promoting the yuan settlement in cross-border trade.China previously signed a number of bilateral currency swap agreements with countries such as the Republic of Korea, Malaysia, Belarus, and Indonesia.
