SAN DIEGO (CNS) - A disgraced former U.S. naval officer was sentenced in San Diego today to two and a half years in prison for his role in a wide-ranging bribery and fraud case involving a notorious one-time foreign defense contractor.Ex-Navy Cmdr. Troy Amundson, 50, is the latest naval official to be sentenced for corrupt acts committed at the behest of Malaysian national Leonard Glenn "Fat Leonard" Francis and his Singapore-based company, Glenn Defense Marine Asia.Earlier this year, Amundson pleaded guilty to one count of conspiracy to commit bribery, admitting that he schemed with Francis and others to receive gifts, including entertainment expenses and the services of prostitutes, in exchange for taking official actions for the benefit of GDMA.Francis, for his part, pleaded guilty in 2015 to bribery and fraud charges and conceded that he had presided over a massive decade-long conspiracy involving scores of U.S. Navy officials, tens of millions of dollars in fraud and a glut of bribes and gifts -- from cash, prostitutes and luxury travel to Cuban cigars, Kobe beef and Spanish suckling pigs.From 2005 to 2013, Amundson coordinated the Navy's joint military exercises with its foreign maritime counterparts. As part of those duties, he was responsible for building and maintaining cooperative relationships with the Navy's foreign naval-exercise partners.The defendant, a resident of Ramsey, Minnesota, admitted that Francis paid for dinner, drinks, transportation, various entertainment expenses and prostitutes for him and other U.S. Navy officers from September 2012 through October 2013.On one occasion, according to prosecutors, Amundson wrote to Francis from a private email account, proffering internal proprietary Navy information: "I am a small dog just trying to get a bone ... however I am very happy with my small program. I still need 5 minutes to pass some data when we can meet up. Cannot print."That night, Francis provided prostitutes from Mongolia for Amundson, according to prosecutors. Having passed Navy ship schedules to Francis and taken numerous other actions for GDMA in violation of his official duties, Amundson was interrogated by federal criminal investigators in October 2013.As part of his plea agreement, Amundson admitted that he deleted all his private email account correspondence with Francis following his interview with law enforcement agents."Amundson cavalierly and selfishly traded on a sacred position of trust, selling his honor to a foreign defense contractor in exchange for prostitutes and entertainment expenses," San Diego-area U.S. Attorney Adam Braverman said. "We will vigorously enforce the law when a public official puts his own selfish personal interests ahead of the interests of the Navy and our nation."So far, 33 defendants have been charged in the case, and 21 have pleaded guilty, many admitting that they accepted luxury travel, parties and prostitution services from Francis in exchange for helping the contractor win and maintain contracts and overbill the Navy by millions of dollars.In addition to handing down the 30-month custody term, U.S. District Judge Janis Sammartino ordered Amundson to serve three years of post-prison supervised release and pay a ,000 fine along with ,625.60 in restitution. 3305

(AP) — An investigation has confirmed students were subjected to a racist taunt and other verbal abuse during a high school football game in Southern California.The Orange County Register reports Sunday that San Clemente High officials say a racial slur was directed at a student from visiting Lincoln High of San Diego on Sept. 13. The slur was made inside a restroom. The school's investigation also found offensive comments were made in the San Clemente stands toward visiting fans and students.San Clemente Principal Chris Carter sent a letter Friday apologizing to both school communities.The letter did not say if any students would be disciplined.The letter said students from San Clemente and Lincoln will participate in a workshop facilitated by the Anti-Defamation League. 811

SAN DIEGO (CNS) - A former La Jolla Country Day School teacher who had a sexual relationship with a 17-year-old female student over the course of several months was sentenced Wednesday to probation and community service and was prohibited from teaching again in any capacity.Jonathan Sammartino, the 37-year-old son of U.S. District Judge Janis Sammartino, could have faced up to one year in local custody and sex offender registration following his guilty plea to a felony count of unlawful sexual intercourse with a minor. He previously faced two other felony sex counts that could have had him facing prison time, but those counts were dismissed after he pleaded guilty in August.Deputy District Attorney Martin Doyle said the plea agreement was reached in part because the victim, identified only as "Jane Doe" in court proceedings, did not want the case to go to trial. She also declined to virtually attend Wednesday morning's sentencing hearing.Doyle said the victim was content that the case is resolved and has "changed and healed" since her interactions with Sammartino, which occurred in 2016."It's her wish to move on with her life," the prosecutor said.San Diego County Superior Court Judge Charles G. Rogers ordered the defendant to complete his 400 hours of community service at any nonprofit organization by next August.In declining to impose sex offender registration, Rogers cited a U.S. Supreme Court case that found registration was most suited for those considered dangerous and likely to re-offend.The judge said though Sammartino's conduct toward the victim could be considered predatory, due to their age difference and his abuse of a position of trust, "there is not an iota of evidence that this conduct was an expression of an underlying character trait on his part. I see no indication that this man is predatory or is likely to repeat this conduct with another person or is a danger to others."Rogers also cited a bicycling accident Sammartino suffered about a year prior to the offenses, which the defendant and his attorney say caused a brain injury that inhibited his impulse control and ability to make reasonable judgments. The judge said he didn't think the injury excused Sammartino, but said he believed it was a contributing factor to the offenses.Sammartino made a statement to the court, in which he said, "I am very sorry for everything that has happened and for the misery caused by my unfortunate involvement with Ms. Doe. I know that my behavior's disrupted her life, my own life, and the community."He said he was "not the same person" he was before the bicycling accident and was continuing to seek treatment for "my mental impairments that led to those behaviors."Sammartino said he would find another line of work in order to serve the community.Though his probation terms prohibit him from teaching, his attorney, Eugene Iredale, said Sammartino's doctoral degree precluded him from needing a teaching credential, which he would otherwise be required to surrender.Instead, Iredale said his client has pledged not to teach again, and cannot do so in any practical way, "because in the age of the internet, there is truly no ancient history.""As, of course, a condition of this plea agreement, and without hesitation, he has pledged that he will not seek to teach anywhere ... and that means anywhere at any level in any way, including private tutoring, including college instruction or community college," the defense attorney said.In testimony earlier this year at Sammartino's preliminary hearing, the victim said the first sexual encounter happened in early 2016, when he arrived at her home unannounced around midnight. She said she went outside to meet with him in his car, at which point he told her he didn't trust himself around her.Sexual encounters occurred that night in his car and on several other occasions in his vehicle and his house over the next few months, she testified.The victim, who went on to attend UC Berkeley, filed a report with campus police in the summer of 2018. Charges were filed later that year.In a recorded phone call played during the preliminary hearing, Sammartino admitted to the past encounters with the victim."Why did you do it? You knew I was 17," Doe says on the recording. "You knew I was your student. SAN DIEGO (CNS) -- A 76-year-old woman who died on May 24 is the first local fatality of e-cigarette or vaping-associated lung injury, the San Diego County Health and Human Services Agency announced Thursday.Three vaping-associated lung injuries in young adults were confirmed in recent weeks and are the first reports of the lung illness in San Diego County since 2019.All the newly reported local cases tested negative for the novel coronavirus, which causes COVID-19, and all reported recently vaping products containing THC.The California Department of Public Health recently recognized new reports of confirmed lung-injury cases in persons vaping THC-containing products in April, after no cases had been reported since February.Since July 2019, a total of 52 EVALI cases have been reported in San Diego County residents. All patients had to be hospitalized."While our community is understandably focused on COVID-19, it is important to remember that lung injury from vaping is still a major public health concern," said Dr. Wilma Wooten, county public health officer. "People who vape, especially those using THC-containing products, are urged to stop."In January, the San Diego County Board of Supervisors voted to restrict the sale of flavored smoking products and e-cigarette and vaping devices in the county's unincorporated areas. These restrictions were proposed as a response to the e-cigarette- or vaping-associated lung injury cases in the county and across the country. Enforcement of these restrictions will begin July 1.THC-containing e-cigarette or vaping products, particularly obtained from informal sources, are linked to most e-cigarette or vaping, lung injury cases. Vitamin E acetate has also been strongly linked to the outbreak and has been found in product samples from patients and in patient lung fluid samples.The Centers for Disease Control and Prevention recommends that people not use THC-containing e-cigarettes or vaping products obtained from informal sources such as friends, family, pop-up shops or online sellers. SAN DIEGO (AP) — The Trump administration and the American Civil Liberties Union on Thursday revealed widely divergent plans on how to reunite hundreds of immigrant children with parents who have been deported since the families were separated at the U.S.-Mexico border.President Donald Trump's administration puts the onus on the ACLU, asking that the organization use its "considerable resources" to find parents in their home countries, predominantly Guatemala, El Salvador and Honduras. The U.S. Justice Department said in a court filing that the State Department has begun talks with foreign governments on how the administration may be able to aid the effort.The ACLU, which sued on behalf of separated parents, called for the government to take "significant and prompt steps" to find the parents on its own."Plaintiffs have made clear that they will do whatever they can to help locate the deported parents, but emphasize that the government must bear the ultimate burden of finding the parents," the ACLU said in a filing, pinning blame for "the crisis" on the administration and arguing it has far more resources.A decision on how to bridge the differences falls to U.S. District Judge Dana Sabraw, who has ordered that more than 2,500 children be reunited with their families. He was scheduled to speak with both sides in a conference call Friday.As of Wednesday, 410 children whose parents were outside the country were in the custody of the U.S. Health and Human Services Department.The ACLU said it takes "a degree of detective work" to track down contact information for deported parents, some of whom may be hiding from persecutors.The group said the government provided home-country addresses in U.S. immigration databases with no useful information for about 120 parents. Other addresses had limited use — for example, some had "calle sin nombre" ("street without a name") or six addresses connected to one Honduran child, all in the Mexican city of San Luis Potosi.The proposals from both sides come a week after a court-imposed deadline to reunite more than 2,500 children who were separated from their families at the border.The administration also asks that the ACLU consult each deported parent to determine if they wish to waive their right to be reunified with their child, a scenario that may occur if the parent wants the child to remain in the U.S. The U.S. would work with foreign governments "to determine how best to complete reunifications."The ACLU proposes that parents who want their children sent back home be reunited within a week and that those who want to return to the U.S. to pick up their kids be permitted under humanitarian parole, with round-trip transportation paid for by the government.There are also differences about how to locate parents who were released in the U.S., but they appear less stark. The administration says it will meet with the ACLU to discuss what information it can provide, while the ACLU requests specific details — ranging from last known phone number and copies of birth certificates — as well as volunteers to help find the parents.The government said last week that it had returned all 1,800-plus children to parents and sponsors who were "eligible" for reunification. But it said more than 700 adults were not eligible because they were in their home countries, have been released from immigration custody, had red flags for criminal records or other reasons, chose not to be reunited, or were still being reviewed.On Wednesday, it said the number of reunified children neared 2,000 and nearly 600 remained separated, mostly because their parents.Sabraw ordered the government to submit written updates every Thursday, indicating he plans to keep a close watch on the still-separated families.
