DEL MAR (CNS) - Star jockey Flavien Prat tested positive for COVID-19 Sunday following a trip to Kentucky for a riding assignment, and will quarantine at his home for at least 10 days, Del Mar Thoroughbred Club officials confirmed.Prat was tested at Scripps Clinic in La Jolla around noon and received a report of a positive test approximately 90 minutes later. He had been named to ride eight horses at Del Mar Sunday but was removed from all those mounts.Del Mar requires all riders traveling from other jurisdictions to be tested prior to being able to ride at the track.Del Mar will test all jockeys and jockeys' room personnel before its next day of racing, Friday.Jockey Victor Espinoza had tested positive for COVID-19 Friday. He is also isolating at home. He was scheduled to ride on Del Mar's opening day Friday but was removed from his mounts.Prat is the fourth thoroughbred jockey to have ridden at Los Alamitos Race Course on July 4 to have tested positive for the coronavirus, following Luis Saez, Martin Garcia and Espinoza.Eduard Kennis Rojas Fernandez, a quarter-horse jockey who rides at Los Alamitos, has also tested positive. Department of Education Secretary Betsy DeVos is rolling back another Obama-era regulation that was meant to protect students from abusive practices by for-profit schools and colleges.On Friday, DeVos said she plans to fully repeal a rule that targeted schools that failed to prepare students for "gainful employment."The regulation required for-profit colleges and certificate programs at non-profit colleges to publish information on how much student debt graduates took on and how much they were earning after leaving school. If the average debt-to-income ratio did not meet government standards, the school's federal funding would be revoked.The announcement comes?two weeks after DeVos said she would replace the "borrower defense" rule that aimed to help defrauded students seek debt relief.Together, the two rules were an important part of the Obama administration's crackdown on for-profit colleges like Corinthian and ITT Tech, which were accused of defrauding students and eventually shut down. DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence.
