URUMQI, Sept. 4 (Xinhua) -- A senior government official said Friday the situation in Urumqi, the capital city of northwest China's Xinjiang Uygur Autonomous Region, was under control after local residents had taken to the streets over two days to protest against hypodermic syringe attacks.     There were no major protests in the city Friday, a day after massive protests that left five people dead Thursday, said Executive Deputy Mayor Zhang Hong. Zhang Hong said on Friday the situation was basically under control in the citySmall crowds gathered "in a few locations" Friday, but soon dispersed and nobody was killed, said Zhang.     Syringe attacks carried out since Aug. 20 have resulted in panic and resentment from the public, the official said.     Suspects were caught Wednesday when attacking members of the public. Five people have been confirmed dead and 14 others injured and hospitalized following Thursday's protests, Zhang said.     Of the five dead, two had been confirmed as innocent civilians, while police are trying to identify the remaining three.     He said investigations showed those carrying out the syringe attacks were from the Uygur ethnic group while the attacked included Han Chinese and other ethnic groups. By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Zhang said the attacks were premeditated and organized to create terror in society.     "The 'three forces' (separatism, terrorism and extremism) at home and abroad are not willing to see ethnic unity and their failure when the July 5 violence died down quickly," he said. "So they are using 'soft violence' to disrupt social order and instigate ethnic hatred."     China's Public Security Minister Meng Jianzhu arrived in Urumqi Friday to direct work to defuse ongoing unrest in the city.     Meng, also a State Councillor, urged local governments and Communist Party of China (CPC) committees at all levels in Xinjiang "to restore social order as soon as possible."     "Maintaining stability is the central task of overriding importance in Xinjiang at the present time," he said in a meeting with local officials.     Meng said the spate of syringe attacks, which were premeditated, masterminded and conducted by law-breakers and instigated by ethnic separatist forces, were a continuation of the July 5 riot in the city which left 197 people dead. He said the separatists' purpose was to undermine ethnic unity.

BEIJING/TAIPEI, Aug. 22 (Xinhua) -- Taiwan has started building homes for hundreds of homeless families left by Typhoon Morakot with assistance from the mainland.     Prefabricated houses with blue roof and white walls, donated by the Chinese mainland, are being set up in Pingtung County in the south of the island.     Local authorities told Xinhua Saturday that so far more than 400 homeless families have applied for the prefab houses, which have been tested safe.     Recovering signs appear in the island as Xinhua reporters saw children in the county studied in a mobile bookstore on rubble, and villages in Kaohsiung County sold homemade handbags to save money for reconstruction.     In addition to the Taiwan authorities' three-year reconstruction budget of about 100 billion New Taiwan Dollars (3.12 billion U.S. dollars), the Chinese mainland has contributed 781.8 million yuan (115 million U.S. dollars) two weeks after the disaster hit Taiwan.     The mainland's donation came from all circles of the country, including people in Sichuan Province who received generous support from Taiwan compatriots and Buddhists and monks who pray for blessings of the typhoon victims in the island.     "We will never forget the Taiwan rescuers who helped us live through the Wenchuan earthquake last year," said a worker of Dongfang Steam Turbine Works in Sichuan's Mianzhu City.     The company donated one million yuan to Taiwan victims with another 500,000 yuan raised by the company's workers.     The mainland has promised to spare no effort and offer medical, rescue, engineering and other available personnel or equipment that Taiwan compatriots need.     On Friday afternoon, 18 tonnes of vegetable was shipped to Kinmen from its closest mainland city Xiamen of Fujian Province as an emergent support to ease the vegetable shortage caused by the typhoon.     "We are contacting the agricultural associations in Taiwan and if they request we can quickly collect large amount of vegetable and send them to help Taiwan compatriots," said Guo Hao, a food company boss in Fujian.     Other disaster-relieving materials from the mainland are on the way to the island. The second batch of prefab houses arrived in Kaohsiung on Saturday afternoon and three mainland engineers headed for Taiwan to help install those houses.     The mainland's ports, maritime and transport authorities have provided favorable procedures for the disaster relief materials to Taiwan.

HAVANA, Sept. 3 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo on Thursday visited Fidel Castro, first secretary of the Central Committee of the Communist Party of Cuba, in Havana, a source with the Chinese National People's Congress (NPC) confirmed.     The two leaders had a two-hour conversation in a sincere and friendly atmosphere on bilateral relations and other issues of common concern, the source added.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), spoke highly of the China-Cuba relationship, according to a NPC press release.     Bilateral relationship between China and Cuba is at its best time in history, Wu said, adding that China would strive to push its relations with Cuba to a new high by continuously expanding their friendly cooperation in various fields.     Castro said Cuba closely follows China's economic and social development and feels proud when China scores new achievements.     China's success is of special significance for Cuba and all the developing nations, he added.     "The Cuban people, along with the Chinese people, will continue to support each other, work closely and intensify their cooperation with the aim to maintain world peace and realize common development," the press release quoted Castro as saying.     On China's efforts to curb the global financial crisis, Wu said China is actively participating in international cooperation while striving to maintain a steady and relatively fast economic growth.     He said developing countries should have a greater representation and a bigger say in endeavor to deal with the global financial crisis and reform the global financial system.     He also urged the international community to try to minimize the damage the current crisis inflicts on the developing nations, especially on the most underdeveloped ones.     Wu arrived in Havana on Tuesday at the invitation of Ricardo Alarcon de Quesada, president of the Cuban National Assembly of People's Power (CNAPP).     Cuba is the first leg of Wu's three-nation American tour, which will also take him to the Bahamas and the United States.     China established diplomatic relations with Cuba on Sept. 28, 1960. Cuba was the first Latin American country to have diplomatic ties with China.

BEIJING, Oct. 9 (Xinhua) -- China's retail sales of consumer goods totaled 570 billion yuan (about 83.5 billion U.S. dollars) during the National Day holiday, with average daily sales up 18 percent compared with the same period of last year, the Ministry of Commerce said Friday.     Sales of household appliances soared during the eight-day holiday which started from Oct. 1. Among them, high-definition flat screen TV sets, digital cameras, side-by-side refrigerators and 3G mobile phones are consumers' favorites. In the case of Kaiyuan Mall in Xi'an, capital of Northwest China's Shaanxi Province, sales of household appliances gained by 34.7 percent year on year. ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.
