NEW YORK (AP) — Lawyers for the Girl Scouts say that the century-old organization is now directly competing with the Boy Scouts for female recruits and that it's not a fair fight. The lawyers filed papers Thursday in federal court in Manhattan to repel an effort by the Boy Scouts to toss out a 2-year-old trademark infringement lawsuit. Lawyers for the Boy Scouts last month asked a judge to reject claims that the organization is infringing on trademarks when it recruits girls with words like “scouts" and “scouting.” The Girl Scouts say in their filing that the Boy Scouts' marketing of expanded services for girls is “highly damaging.” 648

(AP) — The flag-draped casket of a California police officer who authorities say was gunned down by a man in the country illegally was carried in a procession Friday through the streets he once patrolled to a public viewing in a community theater.The case has rekindled a debate over California's sanctuary law that limits cooperation with federal immigration authorities. President Donald Trump seized on the case to call for tougher border security amid a fight with congressional Democrats over funding for a border wall, which has forced a partial government shutdown.On Thursday, Trump called Cpl. Ronil Singh's family to offer his condolences, the White House said.People waving American flags lined up along the streets of the Central Valley town of Newman where a viewing was held for Singh, who was fatally shot during a traffic stop on Dec. 26.Prosecutors on Wednesday charged Gustavo Perez Arriaga in Singh's killing. Perez Arriaga was arrested after a dayslong manhunt as he prepared to flee to Mexico, authorities said.A casket carrying Singh's body and draped with an American flag was driven in a procession from Modesto into a theater in Newman where the marquee read "Ronil Singh Forever Remember" while several officers saluted.The casket was taken from the hearse into the theater for a viewing as the police department's 12 officers and Singh's family followed. A memorial service and burial is scheduled for Saturday in Modesto.Singh, who emigrated from his native Fiji to pursue a career in law enforcement, joined the Newman police force in 2011. The 33-year-old was married and had a 5-month-old son.Prosecutors said Perez Arriaga, 33, shot Singh after the officer stopped his vehicle to check if he was driving drunk. He has two previous drunken driving arrests, authorities said.At his first court appearance, Perez Arriaga told the judge that his real name is Paulo Virgen Mendoza, but authorities were still referring to him as Perez Arriaga in court documents. A complaint lists three aliases for him, including Paulo Virgen Mendoza.His attorney, Stephen Foley, questioned his client's mental competency, leading the court to delay the case until a mental health evaluation. Perez Arriaga is set to return to court Feb. 7.Two of Perez Arriaga's brothers, his girlfriend and four others were arrested on suspicion of helping him evade authorities. 2398

NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger. NORFOLK, Va. — With members of Breonna Taylor's family on hand, Virginia Gov. Ralph Northam signed a bill into law Monday that banned the use of no-knock warrants, a controversial police tactic that has been the subject of criticism across the country since Taylor's death in March and amid the monthslong protests against police brutality."We are taking a step forward to make sure other families don't suffer the same loss," Northam said.In March, Taylor, a health care worker in Louisville, Kentucky, was fatally shot by police in her home while a "no-knock" warrant was being served at her apartment. While no officers have faced charges in connection with her death, city lawmakers have already outlawed the use of such warrants in Lousiville."We can't have this continue to happen to African American women and men," State Senator Mamie Locke, D-District 2, said.Two of Taylor's aunts from Louisville were on hand for Monday's ceremony as Delegate Lashrecse Aird, D-63rd District and Locke joined Northam to sign the legislation they had sponsored.In Virginia, judges and magistrates can no longer issue a no-knock warrant. According to Northam's office, the Commonwealth is the third state to ban this practice and the first state to do so since Taylor's death."There have been a couple of cases years ago where sometimes the officers make the mistake and go to the wrong house and they don't announce [themselves], and the residents return fire and it's a bad situation," Richard James said.James spent almost 30 years as an officer and detective with the Norfolk Police Department, and he is the former department head for criminal justice and forensic science at Tidewater Community College.James says the new law protects citizens."It also lets a person know who is woken up in a slumber that it is not someone breaking into the house," he said.It also protects officers as well, but James says it can be a challenge for police now when they are trying to protect themselves from an actual threat."[They are going to need to ]make sure they have additional steps to make sure they are safe, and it's going to take some practice and training," James said.Gaylene Kanoyton is the political action chair for the Virginia state conference NAACP. The group has been advocating for police reform, and the no-knock warrant was at the top of their list."As Sen. Locke said, why do we have to wait for someone dies to be proactive?"
