SAN DIEGO (KGTV) - Computers have become a lifeline to San Diegans during the pandemic and a new partnership between the city and non-profit San Diego Futures Foundation could make it easier for people in need to get connected.Executive Director of San Diego Futures Foundation Gary Knight said the need skyrocketed the first three weeks of the shut down in March, "we distributed over half our annual inventory in that three weeks."That's more than 1,500 computers. The non profit partners with companies like Qualcomm, General Atomics and San Diego County to take on their old computers, refurbish them and connect them with people in need.City of San Diego Digital Strategy Manager Jen Lebron said 30,000 households don't have a computer, just within the city limits.Right now that means limited connection to healthcare, education and job seeking material."San Diego Futures Foundation has an incredibly broad reach, that way we can get these computers in the hands of students, seniors, veterans, foster families and non profits that really need the help," Lebron said.Michelle Sanudo recieved a computer from SDFF this month and said it's made her feel independent and successful. She's a single mom who relied on the library to entertain her four and one-year-old children while she worked."Really it was kind of like a sanctuary, I would get to do my paperwork for school, also apply for jobs," Sanudo said."When they closed the libraries that's when it hit me." She said the computer allows her to order groceries so she can keep her family safe during the pandemic and pursue her dream of becoming a medical assistant.As the need for computers continues in San Diego and SDFF's inventory wanes, they need more donations. That's where the city is stepping in. For the past year the city has been vetting the non profit. Wednesday the City Council Economic Development and Intergovernmental Relations Committee unanimously approved the partnership. Now it must go before the full council to receive approval. The item is on the docket for Tuesday, the 21st."We are ready with nearly 2,300 computers that we can give to San Diego Futures Foundation." Lebron said these computers have been stockpiled, in hopes of being used to better the community.If approved, the city would hand over the stockpile and have about 800 computers each following year to supply SDFF.Those computers could be in the hands of people like Sanudo by mid-August."We're not going to see this disappearing, the need for this is going to stay at a very high rate for a while," Knight said as we head toward the school year.If you would like to donate your computer to SDFF, please call and make an appointment to do a drive by drop off.If you would like to see how you can get connected with a computer, please click here. 2810

SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home. Everyone is always amazed," said Messenger.The view is about to become even more priceless because the Padres aren't expected to open up the stadium to fans when they start the season later this month. Messenger will have one of the only seats in town to watch live baseball."Looking for forward to it. I think people have been isolated and bored. Ready for something positive to happen," said Messenger.In late June, Messenger tweeted a photo of his view of Petco Park, sparking thousands of likes and hundreds of replies."They tell me, 'I'll bring the beer. I'll bring the fish tacos. Do you remember me from first grade? Do you need a new best friend?'" said Messenger.Messenger will be making a lot of new frends. This season, he plans to share his balcony with other baseball fans."This is a unique opportunity, and I'm happy to share it with people who won't get a chance to watch baseball," said Messenger.He hasn't figured out how he'll divvy up the invites. The financial planner says he won't be accepting money, but probably won't turn down food or adult beverages. He's hoping his plans will also benefit the Padres. He counts about a hundred nearby balconies facing the stadium, which could translate into a lot of cheering."Probably going to be one of the few places in the country where we fans can actually watch our team play. Who knows, maybe the Padres could have a home field advantage. Could be pretty cool," said Messenger.Messenger is planning COVID precautions for his Padres viewing days.Only a handful of teams has similar views outside their stadium. At Wrigley Field in Chicago, the Cubs plan to open up the nearby rooftops at 25% capacity. 1998

  

SAN DIEGO (KGTV) - As businesses continue to reopen, it's becoming the newest requirement for entry: your signature.Step into any of three Gila Rut salons in the county, and you'll see COVID-19 safety is being taken seriously. Clients' temperatures are taken. Their hands are sanitized. Their personal effects are placed in a bag. In another bag is everything needed for their appointment, from combs to scissors."So they can feel comfortable that when they sit down, everything has been sanitized for them," said Gila Rut President Keri Davis-Duffy.Inside the salon: masks, social distancing, and capes disposed of after each appointment. The owners are intent on protecting clients, staff and also, the business. A day head of an appointment, clients are emailed a waiver."They have to sign a waiver releasing Gila Rut of any liability should anybody contract COVID-19," said David-Duffy.Davis-Duffy is hardly alone. At the Point Loma Sports Club, set to open Friday, a liability waiver is also required before you can enter. Across the county and country, at salons, gyms, offices and even the New York Stock Exchange, waivers are quietly becoming the new normal. It's unclear how much they're really needed. Attorneys tell us it would be hard to prove a business caused an illness. and the waivers don't protect a business against 'gross neglience.'"If someone signs a waiver, that means they agree not to hold someone else responsible for any damages. What we're seeing here are businesses trying to avoid liability when a patron is exposed to covid-19 at their place of business. Waivers are not, however, ironclad. For a business to be protected, the business must show that such a waiver was signed and that it covers the potential claim. Even if a business shows that, a waiver is invalid if the business was grossly negligent or reckless. Also, a person could challenge a waiver by claiming it was signed under duress or that it was unconscionable," said attorney Evan Walker.For Davis-Duffy, the waiver is simply another precaution."We're in a vulnerable business ... We just want to make sure we're protecting are business and create some sense of sustainability," said David-Duffy.Davis-Duffy says all but a handful of clients have agreed to sign the waiver. 2279

  

SAN DIEGO (KGTV) -- Border Patrol is searching for the people on board a Panga boat that washed ashore near Sunset Cliffs.A neighbor says they heard a dog barking around 3 a.m. Monday morning then saw the boat while on a morning walk.The boat has “Ensenada.
