SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. SAN DIEGO (KGTV) - Memorial Day weekend will see the most travelers out and about than in the last 12 years.More than 41.5 million Americans will be traveling this weekend, a five percent jump from last year, according to AAA. The increase in nearly 2 million travelers also means longer delays. SAN DIEGO (KGTV) - Hundreds welcomed veterans home Sunday from their honor flight to the nation's capital where they visited war memorials, Arlington National Cemetery and other landmarks.Sixty-four veterans from WWII and the Korean War flew out Friday. The Honor Flights are free for veterans. Each trip costs 0,000 and relies on donations.Joining the veterans are escorts who will spend the weekend supporting the veterans, guiding them and making sure everything goes smoothly.WATCH: Honor Flight San Diego celebrates life of WWII veteran who died on tripThe veterans include Purple Heart recipients, a former German Prisoner of War, a veteran who served on D-day, according to the non-profit. SAN DIEGO (KGTV) -- Legendary San Diego anchorman Jack White has passed away. White spent more than 30 years in America’s Finest City as a reporter and anchor at KGTV 10News.White grew up in Oceanside and graduated from Oceanside High School in 1957. He was even inducted into the school’s hall of fame for his contribution to the arts.White began his broadcasting career on the radio in the early 1960s before moving to TV where he spent 34 years at KGTV.On November 14, 2010, the City of San Diego declared Jack White Day. The county made a similar declaration. Many who worked with him called him a gentleman and a great coworker. After leaving 10News, White worked as a technical advisor on the movie “Anchorman.”White covered every story there was to be covered in San Diego. His Restaurant Row coverage was known as a 10News staple. His iconic line in this popular segment was "The meal was served piping hot, just the way I like it."White will be missed by many, both in the community and at 10News. 1014

SAN DIEGO (KGTV) — It’s approaching one year since a San Diego Navy Sailor was hurt in an explosion while on deployment, leaving him paralyzed.Saturday, community members rallied together to support wounded sailor, Kenton Stacy, on his journey to recovery. Hundreds of people gathered in Liberty Station for the Stacy Strong 5k.“We feel very blessed,” says Kenton Stacy’s wife, Lindsey. “All the love and support we’ve seen over the last year just has been amazing.”The event had live music, a silent auction, and awards for race winners. During this time last year, the Navy EOD tech was deployed in Afghanistan when an IED exploded while he was clearing out a hospital. The explosion left him paralyzed from the neck down.“It’s definitely been a very hard year… There’s been highs, there’s been lows,” says Lindsey Stacy. Her husband has not made it home from the hospital just yet but, today he was transported and joined family and friends at the event.“I just think he feels so blessed," she added.The funds for the event will go to the EOD warrior foundation. The organization provides financial assistance and resources to wounded active duty service members and veterans. Stacy’s “Alive Day” anniversary is November 9.  1270
