(KGTV) - A day after a massive fire broke out in an East County recycling plant, smoke was seen billowing from a building just a freeway exit away Thursday.San Diego firefighters responded to the site at about 12:30 p.m. Smoke could be seen pouring from a building in the 100 block of Fletcher Parkway in El Cajon.
