BEIJING, Oct. 19 (Xinhua) -- China will launch a new national campaign to crack down on violations of intellectual property rights (IPRs) and on the production and distribution of fake and shoddy products.The decision was made at a regular meeting of the State Council Tuesday, which was presided over by Chinese Premier Wen Jiabao. The campaign will last for half a year, beginning from the end of October.The campaign will target pirated publications, software products, DVDs, designs and other products with IPRs, as well as violations of registered trademarks and patents, both at the production and distribution levels.The campaign will also enhance China's scrutiny over the import and export of fake goods and mete out stern punishment to businesses involved in the import and export of such goods.The campaign will target Internet piracy and the sale of pirated and fake goods via the Internet.Additionally, the State Council directed all government agencies to purchase only authorized software and their upgraded versions.At the Tuesday meeting, a draft regulation on gas use in urban areas was also passed in a bid to secure gas supplies and eliminate safety risks.

GUANGZHOU, Oct. 12 (Xinhua) -- Chinese President Hu Jintao lit the Asian Games torch from a specially designed cauldron in Beijing's Temple of Heaven Tuesday morning, marking the official start of the month-long relay for the 16th Asian Games.The torch relay will cover Beijing, Harbin, Changchun, Shandong's Haiyang, and 21 cities in southern Guangdong Province before arriving at the Asian Games opening ceremony in Guangzhou on November 12.Guangzhou, capital city of Guangdong, has been preparing itself for the games for the past six years, after it won the bid to host the Games in July 2004.The construction of the venues and the Asian Games Village has been completed. HAIKOU, Oct. 7 (Xinhua) -- More than 130,000 people were evacuated after more than 550 villages were submerged by floods by Wednesday afternoon in southern China's island province of Hainan, local authorities said late Wednesday.The torrential rains are the heaviest in Hainan since 1961, a spokesman for the provincial government said.Water levels at five reservoirs are now in danger of crossing their limits because of heavy rains across the island. Rescuers are working to reinforce them, the official added.The floods have damaged two highways, two national routes, eight provincial routes along with several other roads.So far, no casualties have been reported among tourists, the official said.Torrential rains have battered many areas of Hainan for six days. Several cities, including the provincial capital of Haikou and the beach resort of Sanya, have also suffered flooding. The four cities of Qionghai, Wanning, Ding'an and Haikou were most seriously hit. Parts of the island received an average 324.7 mm of rainfall.Hainan Island is a famous tropical tourist resort and attracts millions of visitors every year. However, tourist numbers were reported to be down by nearly 50 percent Wednesday, the sixth day of the one-week holiday celebrating National Day on Oct. 1.The rains are expected to weaken but continue until the end of the seven-day holiday, an official at the provincial meteorological observatory said Wednesday.

BEIJING, Oct. 7 (Xinhua) -- China's water resources imbalances between the north and south may worsen due to global climate changes and economic activities, said Vice Minister of Water Resources Hu Siyi.Typically, China's north is dry while its south has abundant water supplies.China will face unprecedented challenges in saving water in the next five-year plan from 2011 to 2015, said Hu at a national water-saving meeting in Zhengzhou, capital of central China's Henan Province, late September.Compared with the 1956-1979 period, rainfall in the Yellow River, Huaihe River, Haihe River and Liaohe River vallies in the 1980-2000 period had dropped six percent on average and river and lake water resources decreased 17 percent in these areas, according to figures from the Ministry of Water Resources.China's accelerated urbanization has pushed up demand for water.If the population in Beijing keeps on climbing, the water brought by the near completed South-to-North Water Diversion Project would not be enough, Hu said.China's water-saving targets during the 12th five-year plan from 2011 to 2015 include a 30-percent cut in water use for every 10,000 yuan (1,490 U.S. dollars) of gross industrial output, Hu said.
