SAN DIEGO (AP and CNS) — A white Christmas was in store for parts of California with wet weather elsewhere in the state that could mean dangerous driving conditions and possible power outages."A storm system is coming and after about 10 p.m. tonight, we'll begin having scattered showers that will continue through the day on Christmas," NWS forecaster Samantha Connolly said of the San Diego impact. "The storm system will bring cooler temperatures through tomorrow, and snow above 5,000 feet."Connolly said temperatures will drop into the high 50s to 60s in most of San Diego on Christmas day. "We're expecting a little rain from that, but not much."The National Weather Service issued a winter weather advisory Monday for higher elevations in San Bernardino, Riverside, Los Angeles, Ventura and Kern counties.The weather service said the fast-moving storm system was expected to move into Southern California late Monday, bringing up to 4 inches of snow to elevations above 4,000 feet (1,200 meters) including Big Bear, Wrightwood and the Grapevine area of Interstate 5.The system also was expected to bring gusty winds between 40 and 60 mph (64 to 97 kph) and a chance of rain at lower elevations.The conditions could create snowy and ice-covered roads with low visibility and strong cross winds. SAN DIEGO (CNS) - A DUI/Driver's License checkpoint in the Mission Bay area of San Diego resulted in 11 arrests, police said Saturday morning.More than 660 vehicles went through the checkpoint at 2600 Ingraham St., between 11:20 p.m. Friday and 3 a.m. Saturday and nearly 600 of those vehicles were screened, according to Officer Mark McCullough of the San Diego Police Department.Of the vehicles screened, 18 drivers were evaluated and 11 were arrested on suspicion of DUI in or near the checkpoint, including one driver who was taken into custody after he failed to stop for the checkpoint and crashed his vehicle, McCullough said.Police also cited seven drivers for unspecified violations and impounded nine vehicles.Another checkpoint is scheduled for Saturday, but the time and location were not immediately disclosed. 836

At the border, it's only part of the story.Border authorities are struggling with outdated facilities ill-equipped to handle the growing increase in family migrants, resulting in immigrants being released onto the streets every day. The immigration court system is so clogged that some wait years for their cases to be resolved, and lacks funding to pay for basic things like in-person translators. An increase in sick children arriving at the border is putting a strain on medical resources.But the Washington debate has focused almost exclusively on the billion in wall spending that President Donald Trump wants. Other proposals being discussed keep the rest of the Homeland Security department funding at existing levels."The wall is a tool. Unfortunately even if it's implemented across the border it isn't a solution to all the problems," said Victor M. Manjarrez, a former Border Patrol chief with more than 20 years of experience, now a professor at the University of Texas-El Paso.Trump has suggested migrants won't bother to come if he gets his way, making other immigration issues less problematic. Walls and fencing currently blankets about one-third of the border — mostly built under President George W. Bush — and the president wants to extend and fortify them. But contracting, designing and building new wall systems complete with updated technology could take years.Trump met Friday with Congressional leaders who said the president threatened the shutdown could go on for "years." SALT LAKE CITY, Utah -- A woman was arrested after she allegedly threw a bag full of vomit at St. Mark's Hospital in Salt Lake City.West Valley police say Shaynell Pamela Payne, 25, entered the hospital's emergency room Tuesday night. After her arrival, Payne allegedly became argumentative and combative with the hospital staff.After Payne threw up in the emergency room, staff members handed her towels to clean up the vomit. When she threw up a second time in a bag, Payne reportedly became agitated when asked to calm down and threw the bag of vomit at a nurse.According to a police report, Payne attempted to leave the hospital after striking the nurse and assaulting other members of the medical staff.A police officer attempted to arrest Payne, who tried to grab the officer's hands and pull away.
