(KGTV) -- The San Diego County Sheriff’s Department is searching for a man who disappeared from a care facility.The department tweeted just after 1 p.m. that 36-year-old Berhane Piong went missing from the facility on the 2220 block of Bosna Place in Vista.Piong has a developmental disability and has the living and decision-making skills of a 12-year-old, authorities say. He will only respond when called by Berhane.Piong was last seen wearing his favorite camouflage hoodie jacket, black sweatpants and blue sneakers.Anyone who spots him is asked to call 911. 586

WASHINGTON — The Supreme Court is leaving in place a decision that rejected environmental groups’ challenge to sections of wall the Trump administration is building along the U.S. border with Mexico. The high court on Monday declined to hear an appeal involving the construction of 145 miles of steel-bollard walls along the border in Arizona, California, New Mexico and Texas. Environmental groups had challenged a federal law that allows the secretary of Homeland Security to waive any laws necessary to allow the quick construction of border fencing. VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2.
