Bulgarian authorities are investigating the rape and murder of an investigative reporter in the northern city of Ruse, the third journalist to have been killed in the EU this year.The body of 30-year-old Viktoria Marinova was found on Saturday near a pedestrian alley in an area with heavy vegetation, Bulgarian state media reported.Preliminary investigations showed the cause of death was blows to the head and suffocation.Bulgarian Interior Minister Mladen Mladenov described the murder as "exceptionally brutal" and said Marinova was raped before she was killed, according to state media. He said the country's top murder investigators had been sent to Ruse to work on the case.It's not clear if Marinova's murder was related to her journalistic work. Authorities are working to identify witnesses and potential motives for her murder.Bulgarian media reports said that over the last year Marinova had reported on an ongoing investigation into alleged corruption involving European Union funds for the broadcaster TVN. CARLSBAD (KGTV) - A new online tool is helping Carlsbad residents voice their opinions on issues and how they prefer their tax dollars spent.Voterfied allows voters to weigh in from their phone or computer. "Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. "Instead of having a community center, the public thought more about having a dog park," Hall said.Carlsbad's next big change? CARMEL, Indiana — The family of a Carmel High School student who took his own life after getting in trouble at school has filed a lawsuit against the school district.Patrick McCalley got in trouble for a Snapchat message, showing a noose around the neck of an African-American schoolmate. McCalley died by suicide after the school had him sign an affidavit over the incident without his parents being notified.His parents are now suing the Carmel-Clay School District for negligence and for violations of due process of the Fourth Amendment's ban on unreasonable searches. 610
CAMPO, Calif. (KGTV) -- Border Patrol Sunday rescued a Mexican national with serious injuries they say was left behind by a criminal smuggling organization. The San Diego County Sheriff’s Department notified the agency around 4 a.m. December 1 about a distress call of a man in a rural area near Lake Morena Reservoir. The 34-year-old man was suffering from a serious leg injury, Border Patrol says.
