CINCINNATI — Cross-country runner Justin Gallegos is making history. He’s the first athlete with cerebral palsy to sign an endorsement contract with Nike. The University of Oregon junior was given the news last weekend after a college race, and he was visibly touched by achieving his dream of becoming a professional runner. Justin’s parents, Brent and Tracy Gallegos, say they’re proud all Justin has worked to achieve, and were stunned to see him in that moment."I’ve never seen him that emotional ever…..ever," Brent Gallegos said.Justin’s condition affects muscle and motor function, but he didn’t let that stop him."He works very hard for it and when he sets his goals, he sets them very high," Tracy Gallegos said.His story of overcoming obstacles is inspiring others. He was a big topic of conversation among some medical professionals attending a three-day conference for the American Academy of Cerebral Palsy and Developmental Medicine hosted by Cincinnati Children’s Hospital. "To show the world that we really can be successful and contribute in some way to society and that we’re valuable," said Dr. Raffi Najarian, who has cerebral palsy.He hopes stories like Justin’s will inspire others."It’s great to see because it’s something that we have seen, you know, up to this point," Najarian said.As for Justin, he has a message for everyone: "You don’t have to let your disability or physical impairments stop you." 1440
CHULA VISTA, Calif. (CNS) - A report on five possible sites for a future Cal State University campus, including in Chula Vista, states that none of the sites would be a suitable candidate based on enrollment demand alone, according to a report presented Tuesday to the CSU Board of Trustees.The report stems from a study undertaken to assess the potential need for a new campus in Chula Vista, as well as the cities of Concord and Palm Desert, and the counties of San Mateo and San Joaquin.The study -- which can be viewed at https://www.csucapacitystudy.org -- examines various factors regarding a potential CSU site in Chula Vista's University and Innovation District.The study found that CSU enrollment is projected to increase "moderately" over the next 15 years, with the San Diego area projected to see 5,700 more full-time CSU students by 2035.RELATED: Chula Vista on shortlist for potential California State University campusWhile the report concluded the projected enrollment demand does not warrant a new campus, the study did not account for COVID-19's possible enrollment impacts, as CSU's pandemic-related transition to virtual education occurred during the compilation of the study.The study also noted, however, that systemwide CSU enrollment exceeds the current physical capacity by an average of 17% or 57,300 full-time students.The estimated cost to establish a new campus ranges from billion to billion, with the timeline to develop a new campus estimated at nine years, according to the report. 1528

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103
CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315
