SAN DIEGO, Calif. (KGTV) – A prominent harbor cruise company is continuing to operate despite being cited for violating a County health order. Tuesday afternoon, 10News took video of Flagship Cruises & Events taking passengers aboard for bay tours even after the company was cited by San Diego Harbor Police over the holiday weekend for violating the County's health order 14C which bans recreational boating unless all the passengers are from the same household. Tuesday, a company spokesperson sent the following statement to 10News.“We are part of the Passenger Vessel Association, not recreational boating. They are classifying us under a charter business which is still banned. We DO have a charter business but are not operating any charters at this time. Only public tours and maintaining all safety guidelines set by the city & CDC. We didn’t receive a cease & desist, and will continue to operate our harbor tours & patriot jet boat this week. We open up our dining cruises starting this Friday with Hops on the Harbor – pairing with local brewery, Pizza Port.”Monday night, the company told 10News it's part 14E of the County health order, not 14C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."During Tuesday’s County press conference, Supervisor Nathan Fletcher told 10News, “The rental items that they're alluding [are for] individual use type things like a bicycle or a kayak or a surfboard and so they are not covered under the current public health order,” and added, “If they continue to operate, they are going to continue to be cited.”Harbor Police say the citation comes with a fine of up to ,000 and up to a year in jail. SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. SAN DIEGO (KGTV) - San Diego State University unveiled Thursday details about its plan for a stadium in Mission Valley that could serve SDSU and a possible NFL team.The stadium is currently proposed as a home for the Aztecs, with 35,000 seats. It could be expanded into a 55,000 seat stadium for the NFL, according to SDSU athletic director John David Wicker.Details about the stadium include an aluminum-panel exterior designed to resemble boats. The panels would change color throughout the day and be illuminated with LED lighting at night.Other features include more than 82 suites, 50 loge boxes, two end-zone party decks, six exterior balconies, and five different club sections.The site would also offer 90,000 square feet of retail space.The stadium is being designed by global architecture and design firm Populous, which also designed Yankee Stadium, the London Olympics, and the Super Bowl.SoccerCity supporters, who want to bring a Major League Soccer team to Mission Valley, responded with a statement from SoccerCity project manager Nick Stone. 1077

SAN FRANCISCO (AP) — As many as 100,000 Californians are eligible to receive payments for the damages they suffered from a series of devastating wildfires over the last several years. But tens of thousands of them have not sought compensation.They face a Monday deadline to file claims against Pacific Gas & Electric, the utility blamed for many of the fires and required to cover a wide range of wildfire-related losses as part of its bankruptcy plan.Concerned that as many as 70,000 victims may miss out on payments, attorneys filed court papers Friday to alert the bankruptcy judge that wildfire survivors — many still traumatized and struggling to get back on their feet — aren't aware of their rights to file a claim."People really are overwhelmed and don't understand what they need to do," said Cecily Dumas, an attorney for the Official Committee of Tort Claimants, a group appointed by the court to represent all wildfire victims in the bankruptcy."Renters, lower-income people were simply too exhausted by their day-to-day circumstances to deal with it," she said.PG&E filed for bankruptcy protection in January as it faced billions of dollars of damages from wildfires that have killed scores of people over the past couple of years and destroyed thousands of homes. Ryan Mooney said he believes there are countless people like him who don't know they can file claims "or what they will lose if they don't."Mooney said he and his wife and his aunt and uncle who lived close by barely escaped the fire after they woke up to the smell of smoke and saw a wall of flames coming over a canyon."All of us are still grappling with the trauma to this day," he said. "We are constantly planning fire escape routes and putting together emergency kits. However, she said she felt a moral obligation to inform the judge so he can grasp the scope of the problem.Among people who knew about the deadline, some wrestled with whether to pursue it."It took a while for me to decide if it was the right thing to do," said Pam Beauchamp, who lost her house in the wildfire in Paradise.Beauchamp said she hesitated to ask for a payout because she reasoned the wildfire was a natural disaster and that she considered herself lucky to buy a house in the nearby city of Chico less than a month after the fire.But when investigators concluded that PG&E equipment sparked the wildfire, she said she felt more comfortable claiming for her losses."Nothing is going to replace what I had in that house or make that day better," Beauchamp said.
