SAN DIEGO (KGTV) - A local Marine Corps veteran will be part of the National Memorial Day Concert in Washington, D.C. He'll be honored for his service, and the work he does with other veterans who have PTSD.Bill Rider is the founder of American Combat Veterans of War, a non-profit that he started in 2013."We let them know we're going to be there for them, we mentor them," Rider said about his group. "Just about anything and everything they could possibly need, ACVOW does."ACVOW runs programs that help veterans cope with PTSD. Their "Veterans Moving Forward" program visits vets at the Vista Detention Center. Its goal is to reduce recidivism rates to below 10% for veterans.Another program called Safe Warrior Outreach pairs younger veterans with older veterans to talk through their struggles and share stories."We're trying to chip away at the stigma of PTSD," said Rider. "Human beings were not meant to watch their friends be killed in such a visceral way. And, they're not meant to kill other human beings."It's an issue he has first-hand experience with. Rider joined the Marine Corps when he was 19 years old and was part of the 1st Battalion, 9th Marine Regiment. That regiment became famous for its part in the battle of Khe Sahn, where it had the highest casualty rate in Marine Corps history."It was, on a daily basis, a visceral passing of Marines and warriors," said Rider. "In one battle, we lost 45 or 50 people, and another 150 were wounded."Rider left the Marines in 1969. When he returned home, it wasn't long before the lingering effects of PTSD started to show."The way I knew something was quite different was when I was transferred back to my little hometown in Ohio. A car backfired, and I instinctively laid out on the sidewalk, expecting more shots," he said.Now he's dedicated his life to helping other vets who deal with PTSD. His story and his non-profit will be profiled as part of the concert Sunday Night."It's a huge honor," he said. And it's a way for him to bring more attention to ACVOW, and get more help for warriors in San Diego.For more information on American Combat Veterans of War, or to volunteer or donate, click here.   2228

SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547

SAN DIEGO (KGTV) — A pillar in San Diego's art community says it's being forced out of the neighborhood by high rent.La Bodega Gallery and Studios announced Tuesday it's closing its doors after six years following failed lease negotiations. The Logan Avenue gallery has leased the space at the historic Bank of Italy building since 2013 and is one of the founders of the Barrio Arts District.The gallery must now vacate the property by January 2020, gallery owners Chris Zertuche and Soni Lopez-Chavez say.RELATED:For rent: San Diego backyard shed listed for ,050 per monthCalls to change San Diego’s zoning regulationsZertuche and Lopez-Chavez say gentrification is to blame for the closing."It is unfortunate that a community art space that has created so much value for property owners in Barrio Logan can no longer afford to do business here," a release by the gallery said. "[Chris and Soni] have poured their lives into their business and the community they love and are saddened that the ugly face of gentrification pushed them out."The gallery has hosted more than 300 events in the community, the gallery says, and hosted several fundraisers for community organizations. The gallery has also won a variety of local accolades from San Diego magazines."[Chris and Soni] are not the first art space and small business to be gentrified out of Barrio Logan. SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. "San Diego’s ordinance restricting vehicle habitation is in full effect so we encourage individuals who are living in their RVs to take advantage of this lot to avoid possible citation.”Jewish Family Services also offers resources such as housing help and financial assistance to people using the lot. 2133
