CHENGDU, Jan. 30 (Xinhua) -- Over the crowds of holiday shoppers in China's big stores this Spring Festival lingers an atmosphere of suspicion.With charges of price deception hanging over the big chains of Carrefour and Wal-Mart and local authorities moving to levy fines, many Chinese -- normally averse to be pinching pennies during the Lunar New Year -- are checking their receipts at the tills.The New Year, which falls on Feb. 3 this year, is normally a time of largesse and excess -- all the more reason why many shoppers feel so betrayed.Customers can be seen recording label prices in notebooks or calculating their final bill on their mobile phones as they walk the aisles.At outlets of Carrefour and Wal-Mart in cities such as Beijing, Shanghai and Chengdu, the check out queues have grown as customers doublecheck prices at the tills."I would never have imagined global firms would do this intentionally and I have to be cautious," said a woman surnamed Wang, after shopping at a foreign-owned supermarket in Chengdu, southwest China's Sichuan Province.With three bulging shopping bags, Wang stood next to the check out to calculate the final bill: "We buy a lot for the New Year celebrations, so I have to be more careful."The official weeklong Spring Festival holiday, which starts Wednesday, is China's closest equivalent to the West's Christmas shopping season, with generous gifts of food, tobacco, liquor and other presents for family and friends.According to the Ministry of Commerce, China's retail sales hit 340 billion yuan (49.8 billion U.S. dollars) during the Spring Festival holiday week last year."The deceptive pricing practices of the two foreign-funded supermarket giants were a total scandal," said Wang. The refund policy would be implemented at Carrefour's 182 outlets in China.The issue is continuing to smoulder on the Internet, with websites asking people to write in with "your experiences of price cheating by the Carrefour."A survey by Sohu, one of China's major web portals, had resulted late Sunday in 8,451 of 9,507 respondents saying they "would not go to Carrefour as it is blacklisted for price cheating.""Carrefour will further strengthen price label management and improve service quality to gain the support and confidence of Chinese customers," said Chen Bo.Carrefour had drawn up short and long-term measures to solve the price label issue, including price inspections, improving and upgrading the price label system, and comprehensive staff training."We will have our special control group conduct frequent and wide-ranging internal price inspections," Chen said.The National Development and Reform Commission (NDRC), China's top economic planner and price regulator, said Wednesday that some Carrefour and Wal-Mart stores in China were involved in deceptive pricing practices.The NDRC ordered local pricing authorities to urge stores to correct their wrongdoing, and pay fines five times the illegal income. BEIJING, Jan. 22 (Xinhua) -- The Chinese central government in Beijing pledged Saturday that it would work to ensure smooth and safe traveling for the public as many return home to reunite with families during the Spring Festival.It is expected that some 700 million people are to travel during a 40-day Spring Festival travel period that began Wednesday, but heavy snow and icy rain, which has continued since the new year began, has disrupted traffic and cut water and power supplies to some regions in south and southwest China.The lingering freezing weather also poses great challenges to transportation and railway authorities, as they work to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill at the peak holiday season.Due to this, the Ministry of Public Security announced on Saturday that it had drawn upon the experiences gained from the 2008 weather disaster, and has ordered local bureaus to begin planning precautionary measures to combat the freezing weather.It also issued orders to local departments beginning in late December to step up snow clearance and make sure expressways and key trunk lines are not closed by snow."More police will be deployed to maintain traffic order and security, and to reduce offences such as drunk driving, speeding, passenger overloading of cars and trucks, and driving while fatigued," Huang Ming, Vice Minister of Public Security, said in a press conference held in Beijing.Meanwhile, over 8,300 service stops would be established across the country in order to provide necessities such as water and medical help to drivers and migrant works returning home for the festival.China's meteorological authority forecast Saturday that snowy weather will weaken in most regions over the next three days, but the eastern areas in southwest China will continue to see more rain and snow.On Sunday, the weather forecast anticipated that moderate snow would hit some regions in Inner Mongolia, Guangxi, and Hainan, as the southwestern province of Guizhou will see more icy rain.Local authorities said nearly 10 million have been affected in Hunan after a blizzard that started Monday, which also forced the evacuation of 73,000 people. LOS ANGELES, May 25 (Xinhua) -- NASA project managers bade farewell to the Mars rover Spirit on Wednesday after sending a final set of commands to the stranded vehicle.This marks the completion of one of the most successful missions of interplanetary exploration ever launched, NASA's Jet Propulsion Laboratory (JPL) said."Last night, just after midnight, the last recovery command was sent to Spirit," said John Callas, the Mars Exploration Rover Project manager at NASA's Jet Propulsion Laboratory (JPL) in Pasadena, Los Angeles."It would be an understatement to say this was a significant moment. Since the last communication from Spirit on March 22, 2010, as she entered her fourth Martian winter, nothing has been heard from her."NASA has tried in vain to regain communication with Spirit since it got stuck in sand about two years ago. The rover last communicated on March 22, 2010, as Martian winter approached and the rover's solar-energy supply declined.NASA checked frequently in recent months for possible reawakening of Spirit as solar energy available to the rover increased during Martian spring, but to no avail.A series of additional re-contact attempts ended on Wednesday, designed for various possible combinations of recoverable conditions, according to JPL."Our job was to wear these rovers out exploring, to leave no unutilized capability on the surface of Mars, and for Spirit, we have done that," said Callas.

JERUSALEM, May 8 (Xinhua) -- Israeli researcher Jacob (Koby) Scheuer, from the Tel Aviv University (TAU) School of Electrical Engineering, has developed a nano-scale gyroscope, the Ha'aretz daily reported Sunday.Scheuer developed a new optic-fiber nano-sensor four years ago, along with an optic gyroscope that works in conjunction with the sensor. As he developed the devices, it occurred to him that his discovery could be harnessed to surgical needs, virtual reality, or communications, said the report."What we developed here is an optic gyroscope," Scheuer told Xinhua in a recent interview on Sunday, "like the others, but the breakthrough is that we found a way to measure rotation in a very, very small device using the optic sensor."Optic gyroscopes emit light when they rotate, and change its wavelength when there is any change in the speed of rotation, making it possible to measure velocity and position by the differences in light.Scheuer's gyroscope, however, is so small in comparison to the others commonly used in planes, trains and vehicles, that it can be used in cell phones or watches and does not need satellite connection like the ubiquitous Global Positioning System.The applications of this gyroscope and optic sensor are almost endless, as Scheuer puts it."It can be a pill that you swallow and can move through your body to take pictures or release drugs in a localized area," the researcher explained, "or it can be used by a doctor to operate on a patient who is thousands of kilometers away.""Our gyroscope has complete independent navigation capability, which the others don't have," he stressed.Though the new optic gyroscope works in theory, it still hasn't been tried in out in reality. "It will take some time until we can empirically demonstrate our work, I would say about three to five years," Scheuer added.Alongside the gyroscope, Scheuer continues to work on the optic sensor, whose applications can also be found in security, such as an information security system developed by Scheuer to safeguard online information that acts as a key bearer."When both parties have 'the key' it's virtually impossible to hack the information sent," Scheuer noted, terming the development as a "total paradigm change."

LOS ANGELES, May 5 (Xinhua) -- NASA has selected three planetary missions from which it will pick one potential mission to look at Mars' interior for the first time, NASA's Jet Propulsion Laboratory (JPL) announced on Thursday.The Mars mission, to be launched in 2016, would be led by JPL, according to the announcement.The other two missions would study an extraterrestrial sea on one of Saturn's moons; or study in unprecedented detail the surface of a comet's nucleus, said JPL in Pasadena, Los Angeles.The selected investigations could reveal much about the formation of our solar system and its dynamic processes, JPL said.Each mission will receive three million dollars to conduct its mission's concept phase or preliminary design studies and analyses, JPL said in a news release.After another detailed review in 2012 of the concept studies, NASA will select one to continue development efforts leading up to launch. The selected mission will be cost-capped at 425 million dollars, not including launch vehicle funding, according to JPL.NASA's Discovery Program requested proposals for spaceflight investigations in June 2010. A panel of NASA and other scientists and engineers reviewed 28 submissions."NASA continues to do extraordinary science that is re-writing textbooks," said NASA Administrator Charles Bolden. "Missions like these hold great promise to vastly increase our knowledge, extend our reach into the solar system and inspire future generations of explorers."
