SAN DIEGO (KGTV) — A scenario study on a 6.9-magnitude earthquake on the Rose Canyon fault zone paints a bleak picture, saying the San Diego region could suffer "devastating consequences."The San Diego Earthquake Planning Scenario report examines the possible outcome of such an earthquake on the Rose Canyon fault line, which runs through the heart of downtown San Diego. "Additionally, the earthquake will damage a large percentage of the housing stock in the San Diego region, further exacerbating housing affordability issues particularly for more vulnerable populations such as low income residents."While the report is not a precise look at San Diego's seismic history or forecast of its future, it believes a 6.9M earthquake could potentially cause several scenarios: billion in damages, in which 120,000 buildings would suffer moderate to complete damage, 8,000 buildings would be beyond repair, and 36,000 households would be displaced;Many older and more vulnerable buildings, including key City of San Diego buildings, could be severely damaged and suffer from partial to total collapse;Coastal communities, stretching from La Jolla to Silver Strand, could be cut off from nearly all lifeline utilities and services, with some basic services being out for months; andLoss of water pressure to certain communities could also impact response to any fires; andInterstate 5 corridor would also be severely impacted, as potential roadway and bridge failures could present more challenges for first responders and residents"Community and economic activity could be disrupted for years until the region’s housing stock, commercial and government facilities, and infrastructure are repaired or replaced," the report said.RELATED: San Diego urged to make water line improvements ahead of future earthquakesBased on its findings, the report recommended several steps moving forward to prepare San Diego for seismic activity, including:A county-wide study of earthquake hazards;Formation of a "seismic resilience" group to identify mitigation actions, priorities, and funding;Local jurisdictions should compile vulnerable structures and develop a way to retrofit them;Various agencies — including wasterwater utilities and emergency management agencies — identify and prioritize investments into needed upgrades; andUpdates to emergency response plans for local jurisdictions and increase public awareness Ideally, the study envisions the San Diego region being retrofitted and ready for a major earthquake by 2050."With a better understanding of the severity of damage, challenges for repair, and the interconnectedness of structures and their lifelines, communities can take mitigation measures to aid in reducing the potential impacts to life and property and societal disruption in the region following future earthquakes. The conclusion of this report is a call to action in the form of a vision for a seismically resilient San Diego," the report says.The report was prepared by a team of geoscience and structural engineering professionals and researchers led by San Diego Regional Chapter of the Earthquake Engineering Research Institute. SAN DIEGO (KGTV) - A Valencia Park dog owner is looking for the person that took his dog from his front yard Tuesday morning. Jayden Ryan’s five-month-old french bulldog, Greyson, was last seen playing in their driveway. His security camera shows Greyson walking over to the fence, but then the camera jumps to footage of a man wearing a hood walking away, and he appeared to be carrying the dog in his arms. Ryan says there were about three to four minutes of missing footage, that might have shown the man’s face, as well as how he ended up with his dog. He says the camera company told him there was an issue on the way the video uploaded. However, a neighbor saw the incident. He told Ryan, as well as 10News, that he saw the hooded man reach over the fence, pet the dog for about a minute, then grab him and walk away. The security footage picked up audio of the neighbor yelling at the hooded stranger and then chasing after him. “(My neighbor) says he tried to run after him, but he is 54 years old. He was no match for him, so he ended up getting away,” Ryan said. Neighbors said they recently saw the man in the neighborhood. Ryan says French bulldogs are expensive so they can be enticing to thieves. He would be surprised if he were casing the neighborhood. Ryan is putting up fliers, hoping someone will have information about Greyson, or the man in the video. “They didn’t just steal my dog, they stole the happiness from me,” Ryan said. San Diego Police say no suspects have been identified at this time and no arrests have been made. 1561

SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) — A small stretch of Old Town's main road will be closed to cars from Thursdays through Sundays for the rest of 2020 to help area restaurants serve outdoors safely.The move is meant to help the region survive as it enters the purple tier of coronavirus restrictions, which outlaws indoor dining.San Diego Avenue, from Arista to Linwood, will no longer be available to vehicle traffic in the afternoons and evenings on Thursdays through Sundays until Dec. 27. While most of Old Town has been able to offer outdoor dining with adequate social distancing, the restaurants on the southernmost portion of the historic park have not had as much space to work with.Pietro Busalacchi, who opened Trattoria Don Pietro in August, said cars sometimes speed down the street, near outdoor diners. Additionally, the sidewalk near the tables is narrow and large groups without masks walk too close to diners. It turns him from restaurateur to security officer. "Once they've walked halfway through the restaurant if they're not wearing a mask I'm like, 'hey you know, can you throw a mask on?' It's too late at that point and also some people look at you like, 'don't tell me what to do,'" Busalacchi said. The Old Town Chamber of Commerce arranged with the city for the closure, which it experimented with earlier this year. After two months back to normal, it decided the closure was the right way to go. "The pandemic really changed a lot for our businesses, so we had to give each request a shot and we decided to close the street again," said Sunny Lee, the chamber's executive director.Lee said if the coronavirus restrictions persist into 2021, Old Town would seek to extend its closure with the city. SAN DIEGO (KGTV) — A San Diego Navy training school has been closed after a third sailor with ties to the location tested positive for coronavirus.The Navy said the sailor, who tested positive for COVID-19 on March 14, is stationed on the USS Essex and was attending Training Support Command San Diego.
