SAN DIEGO (KGTV) — In Pacific Beach, it's common to see scooters in the flow of traffic.At night, it's the same story. Firefighters plagued with trauma patients from scooter crashes. Crews say they often see people using them to bar hop.A study released Thursday reveals data supporting exactly that. The study focuses on 103 patients and after tests it shows that half of them were drunk. Even more surprising, 52% were high on drugs.The study pulled data from UCSD Medical Center, Scripps Mercy Medical Center, and a hospital in Austin, Texas."We were concerned this would become the next big public health issue," says UC San Diego Health Dr. Leslie Kobayashi.The study looked at patients between September 1, 2017 to October 31, 2018."Spinal fractures and spinal chord injuries," Kobayashi says, recalling injuries. "I myself saw one patient who was not able to be salvaged because of a severe overwhelming devastating head injury."Kobayashi seeing the skyrocketing trend from the emergency room.New rules started in June to combat these stats, like limiting the speed of scooters in places like the boardwalk and forcing riders to park scooters in corrals.Firefighters in Pacific Beach say they're seeing less injuries in the last month.Kobayashi hopes it's just the beginning."Reducing the speeds, limiting the times of day it can be used, and whether or not protective gear, most importantly helmets are going to have an impact on injury prevention," Kobayashi added.The conclusion of the study reads, "eScooter-related trauma has significantly increased over time. Alcohol and illicit substance use among these patients was common, and helmet use was extremely rare. Significant injuries including intracranial hemorrhage and fractures requiring operative intervention were present in over half (51%) of patients. Interventions aimed at increasing helmet use and discouraging eScooter operation while intoxicated are necessary to reduce the burden of eScooter-related trauma."10News reached out to Bird and Lime for a response.Lime said they are "piloting a new function in the app - “Don’t drink and ride” - whereby those trying to rent a Lime after 10pm now have to confirm they are not attempting to rider under the influence."Both companies said safety is their priority.Bird sent us this statement, in part, "The rules of the road, apply to everyone — whether behind the wheel, walking, cycling or on a scooter. We go to great lengths to educate and inform riders about the dangers of distracted riding, including riding under the influence, as well as educating them on how to identify drivers who might be operating cars under the influence." They provide in-app messages and emails reminding riders not to drink and ride.The study acknowledges their information may be skewed, "Using patients only from Level 1 trauma centers may skew our data by excluding many of the less severely injured patients who were triaged to lower level trauma centers and non-trauma centers." 2995

SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. According to a post on the Federal Business Opportunities website, MCAS Miramar is also looking to replace more than 24,000 feet of existing chain link fence, vehicle gates, and swing arm barriers.According to the site, “The project magnitude is ,000,000 to ,000,000.”"We're upgrading the fence line around the airfield itself, and it’s simply to ensure that our fence line is complying with the security requirements for the F-35,” said Brinkman. SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. Also, continue to check back online to see if any cancellations were made. Here in San Diego, there are also a few offices with extended hours and that are open on Saturdays. SAN DIEGO (KGTV) - It took just three months for Tyler Walter to turn from a happy and healthy toddler into a dead one while in the care of the County of San Diego, according to a recent lawsuit."Defendants literally ignored Tyler to death."Those are just two of the claims in the lawsuit filed by Tyler's mother, Lisa Walter, against the County of San Diego and several social workers.Tyler Walter died shortly after being placed with a foster parent. The cause of death listed on his autopsy is blunt head trauma. His body after death, not returned to his mother for burial but cremated, the lawsuit claims.County social workers failed multiple times in their duty to monitor Tyler's living condition and update his mother, and the Juvenile Court, regarding the dramatic change in living conditions of his county-approved caregiver, according to the lawsuit.Tyler was taken from his mother after sheriff's deputies found drugs at the house where she was staying.Tyler's mother was charged with child abuse, possession of a controlled substance, and possession of paraphernalia used for narcotics. According to the San Diego County District Attorney's Office, Walter pled guilty to all charges and is currently going through a drug court program.After Walter's arrest, a social worker told her, "Tyler would be out of Lisa's care for a minimum of six months," the lawsuit stated. The lawsuit explained the social worker said that no matter the circumstances, she never returns any child earlier than six months and voiced only contempt for Walter.Shortly after Tyler's mother was arrested, his 19-year-old cousin became his foster mother in July 2018, the investigators report in Tyler's autopsy stated. 10News is not identifying the family member because she hasn't been accused of anything.Tyler's cousin lived in a home 100 miles away in Long Beach."The placement they put him in was a home daycare center with a 19-year-old and her partner," said Walter's attorney Shawn McMillan.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareMcMillan said Walter requested that her son be placed with his grandmother, but social workers didn't let that happen.McMillan explained Walter was trying to reunite with her son and comply with her reunification plan, which included having to participate in regular visitation with him.According to the lawsuit, "Even the Juvenile Court judge, upon learning of the placement, questioned the defendants' decision and expressed concern that Tyler was placed outside of the County of San Diego."The lawsuit states, the defendants used Tyler's "remote placement as a punishment tool – to impose a huge burden on Lisa in order for her to see her own child. Their intent was to make visitation so extremely difficult and burdensome on Lisa, that she would either fail or give up."The lawsuit also accused the county and social workers of failing to provide any means for Tyler to receive or pay for medical care while in his cousin's care.According to Tyler's autopsy, he was in and out of the hospital in the weeks leading up to his death. He was vomiting and wouldn't eat.The lawsuit stated when his caregiver took him to one of his appointments, she was turned away because social workers failed to provide her with, or set up Tyler's medical insurance program. It also claimed his caregiver repeatedly attempted to contact social workers but received no response. "As a matter of law, regulation, procedure, and policy Tyler’s medical insurance was required to be in place and fully functional before Defendants, and each of them, dumped Tyler into nineteen-year-old's care. But defendants failed to do so," the lawsuit stated.Tyler Walter's DeathAccording to the lawsuit, Tyler's cousin and her girlfriend were kicked out of the home where they were living about a week before he died.The lawsuit stated they were homeless and living out of a car in a park in Long Beach."I am not clear under what set of circumstances in what universe that would be an appropriate placement," McMillan said.Tyler Walter died on Sept. 22, 2018.According to his autopsy report, Tyler was fussy and didn't eat much the day he died.Tyler's foster mother and another adult drove Tyler to a park not far from where they were staying. They parked, unbuckled Tyler from his car seat, and one of the adults smoked marijuana, the autopsy stated.The report stated that a short time later, they noticed Tyler was, "slumped completely over with his entire top half folded in half. His back seemed splotchy. [One of the adults] got him out and noticed he was not breathing. She took him to the table and began screaming for help. CPR was performed and when the decedent was turned over, dark fluid and mucus came out of the decedent."The report stated paramedics arrived at the scene and transported Tyler, but he was pronounced dead at the hospital.The official cause of death listed on his autopsy report is blunt head trauma.The autopsy report showed Tyler had a skull fracture, bruises on the left and right side of his forehead, discoloration behind his ear, a bruise on his cheek, and a cut under his chin.The medical examiner listed the manner of death as undetermined.The Long Beach Police Department told 10News the investigation into Tyler's death is ongoing. According to the lawsuit, Tyler's mother was in shock following news of his death. It stated, "Adding further trauma, Lisa was barred from retrieving Tyler’s remains in October of 2018. Importantly, at no point were Lisa's parental rights ever terminated. But the County refused to relinquish Tyler’s body to Lisa. In spite of Lisa's protest, the County gave the body to others."Tyler's funeral was arranged by the very people whose actions led to his death, the lawsuit claimed. "He was promptly cremated. But, Lisa had wanted Tyler to be buried. Lisa was not even consulted by the County as to the disposition of her son's remains," the lawsuit stated.The County of San Diego did not respond to our request for a comment on this story.In a previous story about Tyler Walter's death, a spokesperson wrote, "The safety of children in the County's care is our number one priority. We join in the grieving for this child's passing. This complicated case remains under investigation and we are limited in offering further comment."10News is not naming the social workers named in the lawsuit.Tyler’s foster parent also did not respond to requests for a comment on this story. 6501

A new report from Zillow shows that, year-to-year, home values in San Diego have risen more than eight percent. According to Zillow, the median home value in San Diego currently sits at just over 5,000. That change marks an increase of 8.4 percent since last April.Meanwhile, rent is also on the rise at a median of just over ,500, or an increase of 3.6 percent since last April.Click on the charts below for more information:  The high cost of housing in San Diego is in stark contrast with national home values.The median home value nationally is 5,600. If there's one thing San Diego and the rest of the nation have in common in this report it's that both saw home values increase by more than eight percent.“Home values are rising faster than we’ve seen in a very long time: The spring home shopping season has been a perfect storm of strong demand and tight supply,” said Zillow senior economist Aaron Terrazas.Nationally, the number of new homes being built is also seeing a decrease. “Sluggish new construction has exacerbated the supply situation and homes that are hitting the market, are moving very quickly once they do. Americans are also in a spending mood, boosted by recent tax cuts and rising wages.
