BEIJING, Feb. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday ordered local governments to increase funding for affordable housing projects, stressing that the construction of 10 million units was a mandatory task that must be fulfilled this year.Speaking at a national conference on affordable housing for low and middle income groups, Li said that the construction of 10 million affordable housing units this year is of great significance for the government to stabilize public expectations, control housing prices, improve people's lives and boost domestic consumption."Housing is imperative for people's lives and local governments must waste no time in beginning the construction of 10 million affordable housing units this year and putting them into service as early as possible," Li said.To facilitate the government's subsidized affordable housing projects, Li said that local governments should ensure basic market supply with small units and guide the public to "reasonable consumption."More efforts are also needed to develop low-rent public housing and satisfy the demands of residents for affordable public housing, Li said. To support the construction of affordable housing, local governments can use tax breaks, determine the rent for public housing reasonably and finance construction projects in different ways, such as bank loans and social investment, he added.Li also called on local governments to increase land supplies for common commercial housing construction. The vice premier called on authorities to ensure transparency and fairness in the distribution of affordable housing units to benefit low-income groups who are in need.He stressed the need to discourage house purchases for the purposes of investment and speculation and to increase the supply of common commercial apartments and strictly implement the central government's macro control policies for the real estate market.The Chinese central government signed strict agreements with provincial governments to guarantee the construction of 10 million government-subsidized apartments this year. The target of building 10 million government-subsidized apartments is 72.4 percent more than last year, according to official figures.China's affordable housing provisions are divided into different categories, including "economic housing" that are sold below market prices, "price-capped housing," government-owned "low-rent housing" for extremely poor residents and "public-rent housing" for a wider range of people.

SAN FRANCISCO, April 28 (Xinhua) -- Cisco Systems Inc., world's largest maker of computer-networking equipment, on Thursday brought up an early retirement offer to its employees in the United States and Canada, in a move to cut costs and restructure the company.The voluntary plan applies to employees who are at least 50 years old and have a combined age and years of service at Cisco for at least 60 as of July 8, the company said in a memo sent to employees."Cisco employs a variety of different methods to control costs and align investment dollars, and offering this voluntary early retirement program to those eligible employees in the U.S. and Canada is part of our ongoing commitment to responsible business management," the company said in a statement.Cisco gave no details on the costs it would save and the number of employees eligible for the plan.Earlier this month, Cisco CEO John Chambers warned that "tough decisions" would be made to preserve profitability as government budget pressure has been costing the company orders and slowing its sales growth.On April 12, Cisco announced to shut down its Flip Video camcorder business to restructure its business and support its key priorities.

SHANGHAI, March 17 (Xinhua) -- Lenovo Group and a subsidiary of Shanghai Media Group (SMG) signed an agreement on Thursday to create a firm that would provide mobile-Internet video services.BesTV New Media Co., a subsidiary of SMG, owns 51 percent of the venture, named Shanghai Video Cloud Company Limited, while Lenovo owns the remainder. The total investment of both parties in the new firm exceeded 10 million yuan (1.52 million U.S. dollars), according to the agreement.Lenovo is currently the largest personal computer maker in China. BesTV New Media is a provider of Internet Protocol Television (IPTV), mobile television and other forms of new media. 

SAN FRANCISCO, April 5 (Xinhua) -- Apple Inc.'s iPad 2 has topped the ratings by Consumer Reports, an influential U.S. magazine for product reviews, in the latest tests of the 10 most- promising tablet computers.According to the ratings released on Tuesday, the Apple iPad 2 with Wi-Fi plus 3G (32G), which is priced at 730 U.S. dollars, topped the ratings, scoring "excellent" in nearly every category.Besides several models from Apple, other brands tested include Archos, Dell, Motorola, Samsung and Viewsonic. Each tablet was evaluated on 17 criteria, including touch-screen responsiveness, versatility, portability, screen glare and ease of use."So far, Apple is leading the tablet market in both quality and price, which is unusual for a company whose products are usually premium priced," Paul Reynolds, electronics editor at Consumer Reports, said in a statement.The Motorola Xoom, whose price is 800 dollars, stood out as the iPad 2's main rival. SANAA, Feb. 6 (Xinhua) -- In response to earlier reports that a Chinese-flagged commercial ship was hijacked by Somali pirates off Yemeni coast, the China Maritime Search and Rescue Center (MSA) said Sunday that the ship has never been hijacked, and is now sailing safely with escort of the Chinese anti-piracy navy fleet.Both the "Tien Hau" ship, which was registered in Hong Kong, China, and its 22-member crew, are safe, a MSA official confirmed to Xinhua over the phone. The center contacted the ship to make sure it was safe, he added.The ship had been followed by a suspicious boat for a while, but it was never attacked or hijacked, the official said.Earlier, Yemeni Interior Ministry had said the ship was hijacked by pirates some 20 kilometers off the Yemeni island of Al-Tair off the city port of al-Hudaida, and was heading to Somali coast.The Gulf of Aden is considered as one of the world's most dangerous waters because of rampant piracy.
