SAN DIEGO (CNS) - The San Diego City Council will take a look at the Riverwalk San Diego project Tuesday, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.According to Hines, if the plan is approved Tuesday, the company plans to break ground during the second half of 2021.The San Diego Planning Commission recommended approval of Riverwalk San Diego project on Oct. 22 with five in favor, one abstention and one commissioner absent.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines. 1754

SAN DIEGO (CNS) - The San Diego Police Department conducted a bicycle and pedestrian safety enforcement operation Monday from 10 a.m. to 6 p.m. Officers focused on enforcing safety laws involving motorists, bicyclists and pedestrians in the Northern Division, which includes Clairemont, Mission Beach, Pacific Beach, La Jolla and University City. They looked for drivers who were speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in crosswalks, or any other violations. They also searched for pedestrians who crossed the street illegally or failed to yield to drivers who have the right of way. Pedestrians should cross the street only in marked crosswalks or at intersections. Police have investigated several collisions involving bicyclists and pedestrians during the past three years. In 2013, California had 701 pedestrian deaths, accounting for more than 23 percent of all roadway fatalities. The national average is 15 percent. Police say drivers should follow these safety tips:- Look out for bicyclists, pedestrians and scooter riders, especially at night or in bad weather.- Slow down and be prepared to stop when turning or entering a crosswalk.- Stop at the crosswalk stop line to give drivers in other lanes an opportunity to see, and yield to pedestrians.- Be cautious when backing up.- Share the road with bicyclists.- California law requires at least three feet of clearance when passing a bike rider.- Look for cyclists before opening a car door or pulling out from a parking space.- Yield to cyclists at intersections and as directed by signs and signals.- Watch out for bike riders when making turns.Tips for pedestrians:- Cross at crosswalks or intersections, and obey signs and signals.- Walk facing traffic.- Don't text or talk on a cell phone while walking.- Make eye contact with drivers as they approach.- Wear bright clothing during the day and reflective materials, or use a flashlight, at night.- Look left-right-left before crossing a street.Tips for scooter riders:- Wear properly fitted helmets.- Riders are considered vehicle operators; they are required to obey the same rules of the road as other vehicle operators, including obeying traffic signs, signals, and lane markings.- When riding a scooter in the street, cyclists must ride in the same direction as traffic.- When riding at night, scooter riders are required to have a front light and a red reflector to the rear- No passengers are allowed on any scooter. SAN DIEGO (CNS) - San Diego County health officials have reported 2,867 new COVID-19 infections, a new record, eclipsing the previous one of 2,287 last Friday by nearly 800 cases, marking more than 100,000 total cases in the county since the pandemic began.Friday marked the third consecutive day more than 2,000 new cases were reported, with 2,050 reported Thursday and 2,104 Wednesday. It is also the 11th day with more than 1,000 new cases and the 19th of the last 22 to reach that mark. It is just the fifth time the daily cases have crossed 2,000 -- all of which have come in the past week.The data released Friday, along with 23 deaths, raises the region's cumulative totals to 102,466 confirmed infections and 1,137 deaths.Of 25,002 tests reported Friday, 11 percent returned positive, raising the 14-day average of new cases to 8% -- a record.The number of hospitalizations continued to rise, with 38 people hospitalized and four patients put in intensive care units. The COVID-19- related hospitalizations increased to 965 -- 249 in ICUs. Since the pandemic began, 5,064 or 4.9% of cases have been hospitalized due to coronavirus, 1,098, or 1.1% have been sent to the ICU.The county's hospitals still have 18% of their ICU beds available, down from 21% Thursday. The state now estimates the ICU bed availability in the 11-county Southern California region at 6.2%, down from 7.7% on Thursday.Of the 4,627 people hospitalized in the county, 20% are due to COVID- 19, and 44% of ICU patients. This compares to 7.7% and 20%, respectively, one month ago.The county has seen a 199% increase in COVID-19 related hospitalizations in the past 30 days and a 148% increase in ICU patients in the same time frame. SAN DIEGO (CNS) - San Diego County had the fourth-most homeless residents in the U.S. this year, according to a report released Monday by the U.S. Department of Housing and Urban Development. San Diego County's data was taken from the 2018 Point in Time Study, completed Jan. 26. The region had an official count of 8,576 homeless residents during the three-hour window in which the count took place, behind Seattle/King County in Washington, Los Angeles County and New York City, which topped the list with 78,676 homeless residents. According to the report, roughly 5,000 members of San Diego's homeless population are unsheltered, living on the street, in a vehicle or in a hand-built structure such as a tent. Another 3,500 homeless residents were sheltered at the time of the study, living in emergency shelters, safe havens and transitional housing. The county's count could be higher than 9,000 homeless residents, however, because the San Diego Regional Task Force on the Homeless did not count residents in recreational vehicles and some residents in shelters. County officials and homeless advocates believe the actual homeless population could total as high as 9,220, but the true count has remained opaque since the task force, which oversees the Point in Time County, announced the error May 31. Overall, California leads all other states with 129,972 homeless individuals, followed by New York at 91,897. At the time the counts were completed in January, California laid claim to 24 percent of the country's total homeless population. Combined with New York, Florida, Texas and Washington, roughly half of the country's homeless population was clustered in five states. Homelessness in California has declined in recent years despite the robust total. The state's homeless population fell by 1,560, or 1.2 percent, from 2017 to 2018 and 9,014, or 6.5 percent, from 2007 to 2018. New York and Massachusetts have seen the biggest increases from 2007 to 2018, adding 29,296 and 4,941 homeless residents to their counts, respectively. 2052
