SAN DIEGO (KGTV) - UC San Diego and the San Diego Police Department are investigating a series of incidents where a man reportedly exposed himself several times so far this year. According to the university, from January through March of 2019, there have been at least six reports of a man who appears to be jogging in the University City area when he reportedly exposed his genitals to women. During all the reported incidents, the suspect ran up to female victim and exposed himself before running away. San Diego Police detectives are still investigating the patterns of the six incidents. But Lt. Justin Scott told 10News, most of the incidents happened during the last afternoon/early evening hours in the UTC South area.The man is described as a white or Hispanic man in his 20s or 30s, approximately 5’ 5” to 5’ 10” tall with a beard in most of the incidents. The suspect has been seen wearing black or gray running shorts and a green or black hoodie pulled up. None of the incidents happened on the UC San Diego campus, but some of the victims were students, police said. The university says anyone who has been sexually assaulted or subject to other forms of sexual misconduct or harassment should report the incident to university officials and San Diego Police Northern Division. 1298

SAN DIEGO (KGTV) - San Diego Sheriffs deputies detained a man in Lemon Grove this afternoon, who may be connected to an early morning carjacking.It was supposed to be a routine check-up. A 76-year-old woman was going in for a 7 a.m. eye appointment at a medical office on the 3900 block of Fourth Avenue in Hillcrest.But she never made it.“The man with the gun pointed it at the woman, so I guess it was just taking place, and she scrammed out of there and called 911," a woman named Nancy said. She said her friend witnessed the carjacking happen from across the parking structure.San Diego Police detectives said a shorter, thin, Hispanic man with short hair approached the grandmother, pointed a gun at her face, stole her purse, and drove off in her gray Mazda 3.Officers notified all nearby agencies to search for that car.Then at 9:45 a.m., the car was found on Lemon Grove Way in Lemon Grove. But it was in bad condition. “A few hours later, the Diego Sheriffs Department responded to a hit-and-run that involved that very vehicle, the victim’s vehicle," Lt. Andrew Hoffman of the San Diego Police Department said. Witnesses said the driver of the Mazda 3 hit a parked red Honda Civic, veered into a pole, then ran away.For two hours, investigators set up a perimeter of the area and used a helicopter to look for the car-jacking and hit-and-run suspect. But they came up empty.Then at 2 p.m., detectives did a secondary search of the apartment complex.That is when one of the deputies recognized a wanted man and arrested him. “I guess the guy walked out of the apartment, the other officer saw him from the back of the cop car, must have recognized him," witness Floyd Bloom said. "So that’s when they yanked him out of the car. But he reached for the officer’s taser and his gun. And so they tased him.”San Diego sheriffs deputies said the man they detained is a tall, thin Caucasian man, who was possibly wearing a disguise.Detectives said a curly, black-haired wig fell off of the man during his struggle with police. They also found a rifle and ammunition in the back of his trunk.San Diego County Sheriffs deputies detained the man, then handed him over to the San Diego Police department. SAN DIEGO (KGTV) -- UC San Diego has some of the best graduate programs and schools in the U.S., according to a new report by U.S. News and World Report. Engineering, medicine and management all took top spots on the list. According to the report, UC San Diego’s Jacobs School of Engineering was ranked 11th overall in the U.S. and 6th in the nation among public engineering schools. The school’s bioengineering program placed 5th in the nation. RELATED: State offers money to help boost college savings accountsThe UC San Diego School of Medicine is also among top programs in the U.S., placing 21st in the country for research-intensive programs.The Rady School of Management’s part-time MBA program rose 21 spots to 35th on the list this year. It also placed 22nd among public universities. “Graduate programs at UC San Diego help transform our diverse global society through education, innovation and public service,” said UCSD Chancellor Pradeep K. Khosla. “We offer students an education that enriches and inspires them. SAN DIEGO (KGTV) — University of San Diego officials say they are investigating white supremacy social media accounts that claim to have ties to the university.In a joint statement from several USD leadership, the school says in the last 24 hours it has been made aware of Instagram accounts that claim to have ties to the school and are used to "post white supremacy propaganda."USD said it is investigating the source of the social media accounts and are making formal requests to Instagram to remove them, with some already taken down.The school slammed the accounts as "abhorrent and hateful" and condemned the posts. SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932
