WASHINGTON, D.C. -- The Trump administration has rescinded a rule that would have required international students to transfer schools or leave the country if their colleges hold classes entirely online this fall because of the coronavirus pandemic.The administration’s decision was announced at the start of a hearing in a federal lawsuit in Boston brought by Harvard University and the Massachusetts Institute of Technology.The announcement brings relief to thousands of foreign students who had been at risk of being deported from the country, along with hundreds of universities that were scrambling to reassess their plans for the fall in light of the policy.The rule was facing opposition from state governments across the country. WASHINGTON (AP) — The House Thursday passed a 7 billion defense policy bill that would give the military a 2.6 percent pay hike, the largest in nine years.The bipartisan 351-66 vote sends the measure to the Senate, where a key panel completed a companion measure in a closed-door session on Wednesday.The annual measure sets policies and a budget outline for the Pentagon that are funded by a subsequent appropriations bill that typically follows its parameters fairly closely.The military got a major budget increase under the terms of a bipartisan pact passed earlier this year that the Pentagon's many allies in Washington promise will address shortfalls in military readiness such as pilot training, maintenance of equipment, and procurement of new weapons systems.Readiness issues contributed to a situation in which almost four times as many military service members died in training accidents as opposed to combat. Just this spring, aviation accidents have claimed 25 lives.House Armed Services Committee Chairman Mac Thornberry, R-Texas, said that the measure puts a particular focus on pilot training and retention."The key focus of this bill is restoring readiness to ensure that when our men and women in uniform go out on mission, they have the best equipment, the best training and the best support our nation can provide," Thornberry said.The measure would block the use of operational military units or military equipment if President Donald Trump carries out plans for a massive military parade in Washington, D.C., if it would hamper military readiness. 1581

  

WASHINGTON, D.C. (KGTV) - San Diego Congressman Duncan Hunter showed Wednesday video and photographs at the center of a Navy SEAL war crimes investigation to members of Congress. Chief Eddie Gallagher is accused of murdering an ISIS soldier and shooting Iraqi civilians in 2017. Prosecutors say Gallagher killed the unarmed Islamic State prisoner, and tried to kill an elderly man and a 12-year-old girl. Gallagher was arrested on war crimes charges last fall. “I think Eddie needs his day in court,” Hunter said after a Capitol Hill meeting Tuesday. “This is the smoking gun and there’s no gun whatsoever,” Hunter said. Hunter said he shared video indicated the ISIS soldier was injured in the U.S. government bombing of a building and interrogated by the Iraqi military before being turned over to Navy SEALS. Gallagher performed first aid on the ISIS soldier, one of the representatives said. “I don’t trust the Navy to give him a fair trial. With all the focus on this case, he stands more of a chance of getting a fair trial now than he would have if we had not brought to light what I think are all the injustices against him to this point,” said Hunter. WASHINGTON (AP) — The Supreme Court has declined by a 5-4 vote to halt the Trump administration’s construction of portions of the border wall with Mexico following a recent lower court ruling that the administration improperly diverted money to the project. The court’s four liberal justices dissented, saying they would have prohibited construction while a court challenge continues, after a federal appeals court ruled in June that the administration had illegally sidestepped Congress in transferring the Defense Department funds. Friday’s order means the court is not likely even to consider the substance of the issue until after the November election, while work on the wall continues. 699
