BEIJING, Aug. 3 (Xinhua) -- China has scrapped tariffs and value-added taxes on core equipment, components, and raw materials imported and used in civilian high-tech projects since July 15, according to a circular of the Ministry of Finance and other departments.The move seeks to encourage research and development in the nation' s major strategic products, core technologies and major projects, said the circular.Custome officers are checking imported goods in a bonded warehouse.The projects that have been exempted from taxation include core electronics, high-end universal chips, basic software, integrated circuit-manufacturing equipment, new generation wireless mobile communication networks, and new drugs for prevention and treatment of some infectious diseases such as AIDS and hepatitis.

He also expressed his gratitude to China's participation in Sri Lanka's economic rebuilding after the conclusion of a 30-year-old civil war.The Sri Lanka prime minister said Sri Lanka treasures the friendship between the two countries and unswervingly supports China on issues of her core interests.Zhang congratulated Sri Lanka for the end of the civil war, as well as the steady progress in rebuilding and social-economic development.He said China hopes to continue to increase friendly exchange between the two countries and enhance cooperation in the areas of infrastructure, industry, communication, energy, education, culture, tourism, among others.Zhang also proposed the two countries to enhance multilateral cooperation in the international arena to protect the just rights and interests of the developing nations.They also witnessed the signing of several economic and commercial cooperation agreements after their talks.Sri Lankan speaker Chamal Rajapaksa held talks with Zhang earlier on Friday.The Chinese vice premier arrived in Colombo Thursday night for a three-day visit to Sri Lanka, the second stop of his four-nation tour which will also take him to Greece and Austria. He visited Pakistan before his arrival to Colombo.

Jayaratne, a senior leader in that country's Freedom Party, extended thanks for China's efforts to ensure the success of the conference on behalf of all participants.Co-chairman of ICAPP Standing Committee Jose De Venecia said China has made great contributions to the world's poverty alleviation cause, and so holding a conference on poverty alleviation in China was appropriate.He said the Kunming Proposal adopted in the conference will be submitted to the UN Millennium Development Goals summit scheduled for September.Later on Monday, Chinese Vice Premier Li Keqiang met with a delegation from the Thai Democrat Party led by Thai Deputy Prime Minister Suthep Thaugsuban.More than 120 representatives from 57 political parties in 30 countries attended the conference. BEIJING, June 30 (Xinhua) -- The Party School of the Communist Party of China (CPC) Central Committee, or the Central Party School, opened its door to more than 60 correspondents from domestic and overseas media on Wednesday, one day ahead of the 89th anniversary of the founding of the CPC, on July 1.It was the first time the country's highest institution for the training of high- and middle-level Party officials invited a large group of media workers from home and abroad to tour the mystery-shrouded campus in northwestern Beijing.Forty-two correspondents, photo journalists and TV reporters from major overseas media organizations - including the Associated Press, the Agence France-Presse, the Guardian, CNN and the Australian Broadcasting Corporation - participated.During the two-hour tour Wednesday afternoon, the group attended a press conference, a class and interviewed some teachers and students during their visit to the school's main teaching building, gymnasium, canteen and dormitory building."The Central Party School and the whole Party system haven't interacted much with the outside world -- this is something we are trying to change," said Li Baosheng, the school's vice president.The Party, founded July 1, 1921, is the world's largest political party. It had 78 million members as of last year."The Party system should open up to the outside world because the Party exists to serve the people and the Party has nothing to hide," Li said at the press conference.Some correspondents from overseas media interviewed by Xinhua said they had known nothing about the school before the tour. Other correspondents from domestic media said it was their first time to visit the school.The school's history dates back to the School of Marxism and Communism set up in March 1933. Late chairman Mao Zedong served as president of the school. President Hu Jintao also served as the school's president and its current president is Vice President Xi Jinping.The school has trained 60,00 high- and middle-level officials over three decades. Its curriculum includes Marxism masterpieces and Party principles, western political theory, economics, contemporary law, religion and military affairs.The school has academic cooperation agreements with government departments, research institutes and universities from nearly 30 countries.The media group found the tour interesting, and some even took photographs of the food menu in the canteen. Some walked around the huge campus decorated with trees and fountains like many other college campuses in the world."It's a beautiful campus. The environment here is a great place for study," said Stephen McDonell, the Australian Broadcasting Corporation's China correspondent.The tour of the school was welcomed by many correspondents. The school's spokesman, Luo Zongyi, made his debut at a press conference held Tuesday.Some correspondents from overseas media expressed their wish to know more about how the school plays its role as the highest institution."The tour was interesting and the school is probably less mysterious than people think. I hope we will have more opportunities of this kind to visit and see for ourselves and to have interactions with officials, teachers and students as we did today," Jaime A. Florcruz, CNN's Beijing Bureau Chief, said after the tour.Florcruz said that he wanted to interact with teachers and researchers at the school and know their views about international and domestic affairs because "whatever they are thinking and studying here is a reflection of what's going on in China."The school's vice president, Li Baosheng, pledged to organize more activities to help the media know more about the Party system."The Central Party School will not be a mysterious place in the future. Journalists will have fewer and fewer difficulties in contacting with people within the Party system," Li said.

  

YICHANG, Hubei, July 20 (Xinhua) -- The Three Gorges Dam on Yangtze River, the country's largest, is offering a buffer for the worst flood in decades as it blocks more than 40 percent of upstream water.The world's largest hydropower station was holding up against its first major flood-control test Tuesday, said officials of the China Three Gorges Corporation.The flow on the river's upper reaches topped 70,000 cubic meters a second Tuesday -- 20,000 cubic meters more than the flow during the 1998 floods that killed 4,150 people and the highest level since the dam was completed last year.The flood peak at the Three Gorges Dam at 8 a.m. was slightly below the record high of 70,800 cubic meters per second in 1981, a spokesman with the corporation said.Flood waters are sluiced with the water outflux monitored at 40,000 cubic meters per second at Three Gorges Dam in Yichang, central China's Hubei Province, July 20, 2010. China's Three Gorges Dam project on the Yangtze River stood its biggest flood-control test at 8 a.m. Tuesday since completion, as the flow on the river's upper reaches topped 70,000 cubic meters a second. All ferry services were halted at the Three Gorges Dam on Monday, and would be resumed after the influx decreased to 45,000 cubic meters per second."Compared to 1998, the biggest difference is the Three Gorges Dam. Without it, thousands of soldiers and rescuers would have been needed to fight the floods," said Yuan Jie, director of the Three Gorges Cascade Dispatching Center of China Three Gorges Cooperation."There are three reasons why the dam is withstanding the enormous water pressure, which are the precise monitoring systems, the huge reservoir and the good decisions made by the corporation," said Chen Fei, general manager of the Three Gorges Corporation.The upper reaches of Yangtze River covers an area of one million square kilometers, 60 percent of which was covered by the Three Gorges monitoring system and another 20 percent was covered by systems of the Dadu and Yalong rivers."The peak flow is high, but it has not exceeded the designed capacity of 100,000 cubic meters of water per second," said Cao Guangjing, the corporation's chairman.The peak flow was greater than in 1998 but the peak period was shorter so far, Cao said.The discharged amount had been kept under 40,000 cubic meters per second, which means the dam blocked 43 percent of upstream water and prevented severe flooding in the lower reaches, Cao said.The Three Gorges Corporation had reduced the reservoir's water level to below 146 meters before the raining season. The reservoir has a capacity of more than 20 billion cubic meters as water level can rise to as high as 175 meters.The current flood control will store about 7.6 billion cubic meters of water, said Cai Qihua, chief of Yangtze River Water Resources Commission. It is estimated to reduce the water level in Jingjiang, a 360-km section of Yangtze in the plain region of Hubei and Hunan provinces that is most vulnerable to flooding, by 2.5 meters, Cai said.
