OTAY MESA, Calif (KGTV) - A peace gathering was held Saturday night for the family of Maribel Ibanez, the woman shot and killed at an Otay Mesa Church's Chicken.About 100 people lent support at the gathering, telling Maribel's mother, Emma Carla Merino, she wasn't alone.Maribel Ibanez and two male employees were shot Nov. 6 by a man who has yet to be found. The two male victims survived.At Saturday's gathering, a mural was painted of a flying candle with the name Maribel in script underneath. People spoke of love conquering violence. Musicians played, flowers and candles were passed out, and there were prayers."I feel hurt but I feel peace because she is already resting," Merino said. ORIENTAL, N.C. – A Navy veteran says his Chihuahua mix saved his life.Rudy Armstrong was on his houseboat in Oriental, North Carolina, when he suffered a stroke, according to CarolinaEast Health System.Luckily, Armstrong’s dog, Bubu, was there and sprang into action.“He and Bubu have a special bond and when Rudy couldn’t get to his phone to call for help, he looked his little friend in the eyes and said ‘I need help. Go get Kim,’” wrote the hospital in a Facebook post.Immediately, the hospital says Bubu ran off to get Kim, the area dockmaster, who called 911. They ultimately saved Armstrong’s life, with the help of paramedics and the staff at the hospital.On Aug. 7, the hospital says it was able to orchestrate a reunion between the veteran and “his best girl.” It was an emotional moment for everyone there. (KGTV) — Oceanside Police are investigating the discovery of a body near Capistrano Park Saturday.Police received a call about a body in a river bed near the park at about 1:30 p.m.The body was discovered, but was severely decomposed, police said.It's not known if the victim died of natural causes or if this is a homicide case, police added. 369

(AP) — Northern California authorities have arrested a woman they say scammed ,100 from a 75-year-old who lost a home in a wildfire last year that killed 85.The Butte County Sheriff's Office announced Tuesday the arrest of 29-year-old Brenda Rose Asbury for elder abuse, embezzlement and grand theft.Detectives say Asbury stole from an insurance settlement that the victim received after losing a home in the 2018 Camp Fire.A warrant for her arrest was issued in September.Asbury turned herself in to Butte County authorities on Monday after driving three days from Tulsa, Oklahoma, and on the advice of her attorney, Michael Erpino of Chico.Sheriff's office spokeswoman Megan McMann said Asbury is in jail on ,100 bail.She is scheduled to be arraigned Thursday. 793

OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674
