BEIJING, Aug. 6 (Xinhua) - Temperatures as high as 41 degrees Celsius continued to grill south China this week, but local Chinese are popping up with cool ways to cope with the heat.Every morning this summer, thousands of residents in the eastern Chinese city of Hanzhou rush to air-raid shelters, not to escape air attacks, but summer heat.In the capital of Zhejiang Province, many city dwellers have found their summer resorts in the city' s nine bomb shelters, which were dug beneath hummocks in the 1960s to defend against "American imperialist invaders" .In one shelter in southern Hanzhou, elders are watching swordsman TV opera or playing mahjong, while children play hide-and-seek in the labyrinth-like place.Temperatures inside the shelter were 22 degrees Celsius, compared to 38 degrees Celsius outdoors, according to a LED screen above one entrance."We old folks don' t like to be cooped up in air-conditioned rooms," said Ye Chulin, a local retiree. BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.

BEIJING, Aug. 17 (Xinhua) -- Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev discussed disasters and bilateral relations during a telephone conversation Tuesday.Medvedev conveyed his heartfelt condolences to China over its worst mudslides in decades and the great loss of life and property, expressing belief the Chinese government and people would overcome all difficulties and prevail over the disaster.He hoped the people injured would make a quick recovery and the mudslides-hit area would rebuild soon, noting that Russia was willing to provide assistance and support for China.Hu said the Chinese government had reacted immediately to the disaster in Zhouqu County of China's Gansu Province and was fully focused on the rescue and relief operations.Safeguarding the safety of civilians was the Chinese government's top priority and it had tried its best to rescue the people stricken by the Aug. 8 mudslides, which have left 1,254 people killed and 490 others missing so far, he said.Currently, relocation of the people affected, rescue and treatment of the injured, epidemic prevention, and reconstruction of infrastructure were underway in an urgent but orderly manner, he said.Hu also expressed China's appreciation of the Russian government and people after President Medvedev and Prime Minister Vladimir Putin had been quick to send their condolences and offered help, respectively.China was also greatly concerned by Russia's deadly wildfires and identified with Russia over its great loss of life and property, said the Chinese president, adding that China had offered assistance.Under the staunch leadership of the Russian government, the Russian people did their best to fight the wildfire and effectively safeguarded the safety of its people and property, said Hu, who once again sent condolences to Russia on behalf of the Chinese government and people.

GUANLING, Guizhou, July 4 (Xinhua) -- Rescuers Sunday gave up searching for more survivors, six days after a rain-triggered landslide buried 99 people in a southwest China village, citing mounting concerns to head off the outbreak of disease as well as the slim chance anyone could have survived after nearly one week.Only 42 bodies have been recovered at the landslide-hit Dazhai Village in Guanling County, Guizhou Province. But rescuers said it was unlikely to find any more survivors six days after the disaster amid the humid and hot weather.Police said they have begun to cremate the bodies after extracting DNA samples.Also, rescuers said life-detecting equipment found no traces of life while 20 excavators failed to uncover any body after turning some 400,000 cubic meters of mud at the site.On Sunday, police cordoned off the site and treated the area with disinfectants to prevent the outbreak of epidemics.Excavators that had been combing the ruins for six days were replaced by trucks carrying bleaching powders, disinfecting materials, and vaccines.Zhu Zhengming, deputy chief of the provincial health bureau, said the medical team faced increasing pressure as viruses and bacteria reproduced faster in the ongoing lingering heat.For the sake of the health and safety of rescue workers, they must leave the site, Zhu said, ordering quarantine personnel to disinfect the ruins every six hours for four times before it is completely sealed off for three months.Meanwhile, the government of Guanling announced on Sunday that families of each victim are entitled to cash compensation of 5,000 yuan and 500 kilograms of rice.8 Wang Mengzhou, the Party chief of Guanling, said a memorial service would be held near Dazhai Village on July 5 -- exactly one week after the landslide engulfed Dazhai and buried 99 local residents.Downpours drenched much of south China in late June, leaving 266 people dead and another 199 missing in eleven provinces, the National Commission for Disaster Reduction said last Friday.
