BEIJING, Sept. 10 (Xinhua) -- China will start "overall and thorough" safety checks on offshore oil exploration and production to eliminate risks in the wake of oil spills in the country's northern Bohai Bay, the work safety authority said Saturday.The checks, which starts from September 10 to December 10, will be applied to all offshore oil exploration and production, the State Administration of Work Safety said in a circular addressed to oil companies on its website.The companies include China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation, ConocoPhillips China, Kerr-McGee China Petroleum Ltd., Roc Oil (Bohai) Company, CACT Operators Group, Husky Oil China Ltd., Shanghai Petroleum Co., Energy Development Corporation (EDC) China and Tincy Group Energy, the statement said.The administration urged these enterprises to conduct self-examinations on their offshore fixed and mobile platforms and floating production storage and offloading units, submarine pipelines and onshore oil terminals in two months till November 10. They should file result reports before November 20.The authority's officials, joined by experts, will launch inspections from late November, the statement said. The checks cover well control amid drilling operation, safety management during production, facilities, and management over extreme weather, it added.The order came after the State Council on Wednesday called for strengthened monitoring and management of the marine environment as well as safety checks over the country's ocean oil fields to toughen safety measures and erase potential risks.The decision was made after oil spills at an offshore oil field run by U.S. oil giant ConocoPhillips have polluted more than 5,500 square km of sea water in the Bohai Bay since June.The central government also imposed restricts on new petrochemical projects and ban reclamation projects in the bay for environmental concerns.China has stepped up efforts to explore and materialize offshore resources to seek more dependence of the marine industries as a strategic development move. In its 12th Five-Year Plan, the government advocates greater scientific and systematic utilization of marine resources and coastal areas as energy demand soars.

SAN FRANCISCO, June 13 (Xinhua) -- Google on Monday confirmed that it had signed an agreement to buy Admeld, an on-line advertising optimization firm, in a deal seen as the Internet search giant's latest move to bolster its on-line display ad business.Admeld, launched in 2007 and headquartered in New York City, has developed a service that can help on-line publishers manage their ad space more efficiently and profitably.Admeld now has more than 500 customers worldwide, among them are FOX News, IDG TechNetwork, Discovery and The Weather Channel, according to information posted on its website."By combining Admeld's services, expertise and technology with Google's offerings, we're investing in what we hope will be an improved era of flexible ad management tools for major publishers, " Neal Mohan, Google's vice president of display advertising, said in a blog post announcing the deal."We believe that this investment will be an important step to help on-line publishers, and will further improve and grow the display advertising industry as a whole," Mohan noted.On-line display ads usually appear in forms that consist of images and may be interactive. According to the Interactive Advertising Bureau, a U.S. trade association, display-related on- line ad revenue in the United States totaled nearly 10 billion U.S. dollars in 2010.Financial terms of the deal were not disclosed by the two companies. SAN FRANCISCO, July 14 (Xinhua) -- Microsoft on Thursday introduces a hacking alert system to its Windows Live Hotmail email service alongside banning common passwords."When someone's account gets hijacked, their friends often find out before they do, because the hijacker uses their account to send spam or phishing email to all their contacts," said Microsoft in a blog post.The new security feature adds a "My friend's been hacked!" option in the "mark as" menu in Hotmail and also enables users to report hacked accounts via the junk mail filing screen.Then an alert will be sent to Microsoft, which will "make sure the account can no longer be used by spammers and activates an account recovery process to allow the owner to take back control the accounts."Users can report any email account as compromised and Hotmail will provide the information to other email providers like Yahoo! and Gmail, said the blog.Meanwhile, Microsoft said Hotmail will roll out a feature to prevent users from choosing commonly used and weak passwords, such as "123456," "ilovecats" and "gogiants." Users who currently use a weak password will be asked to change to a stronger one in the future.Hotmail, first launched in July 1996, is one of the first free email providers, and was acquired by Microsoft in 1997 for an estimated 400 million U.S. dollars.According to statistics released by comScore last August, Hotmail was then the world's largest web-based email service with around 364 million users, followed by Yahoo! WASHINGTON, Aug. 31 (Xinhua) -- Astronomers using NASA's Chandra X-ray Observatory discovered the first pair of supermassive black holes in a spiral galaxy similar to the Milky Way, NASA announced Wednesday.Approximately 160 million light years from Earth, the pair is the nearest known such phenomenon.The black holes are located near the center of the spiral galaxy NGC 3393. Separated by only 490 light years, the black holes are likely the remnant of a merger of two galaxies of unequal mass a billion or more years ago.Both of the supermassive black holes are heavily obscured by dust and gas, which makes them difficult to observe in optical light. Because X-rays are more energetic, they can penetrate this obscuring material. Chandra's X-ray spectra show clear signatures of a pair of supermassive black holes."If this galaxy weren't so close, we'd have no chance of separating the two black holes the way we have," said Pepi Fabbiano of the Harvard-Smithsonian Center for Astrophysics, who led the study that appeared Wednesday in on-line issue of the journal Nature. "Since this galaxy was right under our noses by cosmic standards, it makes us wonder how many of these black hole pairs we've been missing."Previous observations in X-rays and at other wavelengths indicated that a single supermassive black hole existed in the center of NGC 3393. However, a long look by Chandra allowed the researchers to detect and separate the dual black holes. Both black holes are actively growing and emitting X-rays as gas falls towards them and becomes hotter.When two equal-sized spiral galaxies merge, astronomers think it should result in the formation of a black hole pair and a galaxy with a disrupted appearance and intense star formation. A well-known example is the pair of supermassive black holes in NGC 6240, which is located about 330 million light years from Earth.However, NGC 3393 is a well-organized spiral galaxy, and its central bulge is dominated by old stars. These are unusual properties for a galaxy containing a pair of black holes.

HOUSTON, July 25 (Xinhua) -- A shelter-in-place was ordered after a battery caught fire during a testing at NASA's Johnson Space Center Monday morning.A battery was being tested inside a containment system when it got overheated and caught fire at about 9 a.m. local time, ABC quoted the Houston Fire Department (HFD) sources as reporting.A shelter-in-place was issued for a few buildings because it's believed that one of the bi-products of the combustion could be dangerous, HFD said.The fire was put out before 11:30 a.m.A firefighter was injured when a hydrant cap blew off and struck him, according to ABC.
